Definition 
 
To assist in the supervision and coordination of skilled/unskilled maintenance and repair activities and operations within assigned department; to coordinate assigned activities with other departments and the general public; and to provide highly responsible and complex staff assistance to higher level supervisor and management staff. 
 
Distinguishing Characteristics 
 
The Assistant Maintenance Supervisor is a upper-level position within the Maintenance Service department.  The classification is distinguished by the performance of advanced tasks and duties assigned, and by the level of supervision required in the performance of assigned duties.   
 
Supervision Received and Exercised 
 
Assistant Maintenance Supervisors receive general direction from higher level management staff.  Exercises direct supervision over supervisory, technical, and skilled maintenance staff. 
 
Essential Function Statement 
 
Essential responsibilities and duties may include, but are not limited to, the following: 
 
Essential Functions 
 
1.    Coordinate the organization, staffing and operational activities for the assigned skilled construction, maintenance and repair program services and activities including, but not limited to; carpentry, electrical, electronics, plumbing, mechanical, HVAC, irrigation and /or welding work. 
 
2.    Establish schedules and methods for providing assigned services; prepare daily, monthly and yearly work schedules; revise schedules as needed; identify resource needs; review needs with appropriate management and supervisory staff; communicate effectively with case managers about vacant turn availability 
 
3.    Provide staff assistance to assigned supervisor staff; prepare and present reports and other correspondence as appropriate and necessary. 
 
4.    Maintain logs and records on activities and operations; maintain records of work performed and future work assignments; update as needed. 
 
5.    Monitor work unit expenditures; prepare purchase requests for needed equipment and supplies; ensure that all expenditures adhere to budgetary constraints. 
 
6.    Participate in the development and implementation of goals, objectives, policies and priorities; recommend and implement resulting policies and procedures. 
 
7.    Direct, coordinate and review the work plan for assigned skilled construction, maintenance and repair services and activities; assign work activities and projects; monitor work flow; inspect, review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems. 
 
8.    Estimate supplies, materials, personnel and equipment required for routing and complex work.  
 
9.    Select, train, motivate and evaluate maintenance personnel; provide or coordinate staff training; work with employees to correct deficiencies; work with department management and Human Resources to implement discipline and termination procedures. 
 
10.    Participate in the development and administration of assigned budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments. 
 
11.    Oversee and ensure program compliance with all municipal, county, state, and federal rules, regulations, and specifications; may oversee the enforcement of Housing Authority policies and procedures; issue notices to violators. 
 
12.    Provide staff assistance to higher level supervisory or management staff; participate on a variety of committees; prepare and present staff reports and other correspondences as appropriate and necessary. 
 
13.    Oversee and participate in the establishment and maintenance of various records. 
 
14.    Coordinate assigned activities with other divisions, departments, and the general public.  Provide information, answer questions, discuss objectives, and resolve complaints, problems, and concerns. 
 
15.    May be required to remain on-call and to coordinate emergency/disaster situations. 
 
16.    Attend and participate in professional group meetings; stay abreast of new trends and innovations specific to assigned maintenance field. 
 
17.    Ensure maintenance has effective communication and support with other departments. 
 
18.    Perform quarterly inspections of CSHA vehicles 
 
19.    Implementation of capital fund projections with regular udates. 
 
20.    Perform related duties and responsibilities as required. 

 

Qualifications:

Qualifications 
 
Knowledge of: 
 
•    Principles of supervision, training and performance evaluation. 
•    Principles and practices of budget preparation and administration. 
•    Operational characteristics, services and activities of assigned skilled maintenance program. 
•    Modern and complex principles and practices utilized in assigned area. 
•    Equipment, materials, chemicals and supplies used in assigned skilled maintenance program. 
•    Pertinent Federal, State, and local laws, codes, and regulations. 
•    Occupational hazards and standard safety practices. 
•    Methods and techniques of record keeping. 
•    Strong understanding of REAC/NSPIRE criteria; Davis-Bacon; PO request process 
 
Ability to: 
 
•    Supervise and coordinate assigned programs, services, and activities.  
•    Supervise, direct and coordinate the work of lower level staff. 
•    Select, supervise, train and evaluate staff.   
•    Oversee multiple projects. 
•    Interpret, explain, and enforce pertinent, rules, ordinances, policies and procedures. 
•    Interpret blueprints with mechanical drawings.   
•    Prepare and administer program budgets. 
•    Prepare clear and concise reports. 
•    Communicate clearly and concisely, both orally and in writing. 
•    Establish and maintain effective working relationships with those contacted in the course of work. 
•    Maintain mental capacity that allows for effective interaction and communication with others. 
•    Maintain physical condition appropriate to the performance of assigned duties and responsibilities. 
•    Maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, writing, and operating assigned equipment.  
•    Foster strong working relationships with contractors and vendors; seek out new vendors and contractors 
 
 
 
Experience and Training 
 
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be: 
 
Experience: 
 
•    Five years of responsible skilled maintenance experience related to assigned department or division including one year of administrative and/or lead supervisory experience. 
 
Training: 
 
•    Equivalent to the completion of the twelfth grade supplemented by specialized technical training appropriate to assigned field.  
 
License and/or Certification(s) 
 
•    Must possess a Colorado Drivers License accompanied by appropriate endorsements as defined by the Housing Authority.

Environmental  
 
•    Travel from site to site; office/field environment; exposure to computer screens; may be exposed to inclement weather, heat, cold, dirt, dust, noise, electrical currents, toxic chemicals, and work around machinery and moving vehicles. 
 
Physical 
 
Essential and marginal functions may require maintaining physical condition necessary for standing or sitting for prolonged periods of time; operating motorized equipment and vehicles. moderate to heavy lifting (typically between 30 – 65 lbs.; however, could be between 65 – 100 lbs. with assistance) and carrying, pulling, reaching, bending, climbing, and kneeling; use of fingers, both hands, both legs required.  Must be able to distinguish colors and able to operate assigned vehicles and equipment.
