POSITION SUMMARY

The Chief Financial Officer (CFO) serves as a key member of the Executive Leadership Team and is responsible for the overall financial management of the Bank. This role provides strategic direction, ensures financial strength and regulatory compliance, oversees accounting and finance operations, and supports long‑term organizational planning. The CFO leads capital planning, asset/liability management, budgeting, financial reporting, and profitability analysis to ensure the Bank’s continued safety, soundness, and growth.


ESSENTIAL FUNCTIONS AND DUTIES

Financial Strategy & Leadership

  • Lead the Bank’s financial strategy, forecasting, and long‑term planning.
  • Provide financial insight and recommendations to the CEO and Board of Directors.
  • Oversee capital planning, liquidity management, and balance sheet optimization.
  • Serve as a strategic partner in evaluating new products, markets, and business initiatives.

Financial Operations & Reporting

  • Direct all accounting, finance, and treasury functions.
  • Ensure timely and accurate financial statements in accordance with GAAP and regulatory standards.
  • Oversee budgeting, variance analysis, and financial performance dashboards.
  • Oversee internal controls, financial audits, and external audit relationships.

Regulatory & Risk Management

  • Lead ALCO and collaborate closely with Risk, Compliance, and Internal Audit.
  • Ensure compliance with all banking regulations, including FDIC, OCC/PA Department of Banking, and Federal Reserve requirements.
  • Oversee interest rate risk modeling, liquidity stress testing, and capital adequacy assessments.
  • Maintain strong governance practices and support enterprise risk management.

Treasury & Asset/Liability Management

  • Manage investment portfolio strategy, liquidity positions, and funding sources.
  • Oversee interest rate risk analytics, deposit pricing strategy, and balance sheet performance.
  • Evaluate and optimize loan/deposit mix, cost of funds, and margin performance.

Leadership & Collaboration

  • Lead, mentor, and develop the Finance and Accounting teams.
  • Partner with Lending, Retail, Operations, and Technology to support organizational goals.
  • Present financial results and strategic insights to the Board of Directors.
  • Foster a culture of accuracy, accountability, and continuous improvement.

EDUCATION AND TRAINING

  • Bachelor’s degree in accounting, finance, or a related field required.
  • CPA, MBA, or equivalent advanced financial credential strongly preferred.
  • Formal training in bank financial management, ALCO, interest rate risk, or regulatory reporting is highly desirable.
  • Ongoing professional development in banking regulations, capital planning, liquidity management, and emerging financial technologies expected.

 REQUIRED SKILLS AND ABILITIES

  • Financial Leadership — Ability to set financial strategy, guide capital planning, and influence executive decision‑making.
  • Regulatory Expertise — Deep understanding of GAAP, bank regulatory reporting, and compliance requirements.
  • Analytical & Modeling Skills — Proficiency in financial analysis, forecasting, interest‑rate risk modeling, and balance‑sheet optimization.
  • Operational Oversight — Ability to manage accounting, finance, treasury, and internal control functions with accuracy and discipline.
  • Strategic Communication — Strong executive‑level communication skills for Board presentations, regulatory interactions, and cross‑department collaboration.
  • Leadership & Team Development — Proven ability to mentor, develop, and lead high‑performing financial teams.
  • Technology & Systems Proficiency — Familiarity with core banking systems, financial reporting platforms, and data‑driven decision tools.
  • Integrity & Judgment — High ethical standards and sound decision‑making in sensitive financial and regulatory matters.

PHYSICAL REQUIREMENTS

  • Prolonged sitting: Ability to remain seated for extended periods while performing computer‑based tasks.
  • Manual dexterity: Ability to type and use office equipment such as printers and scanners.
  • Visual acuity: Ability to read and interpret data on screens and paper documents.
  • Hearing: Ability to hear and respond to phone calls, office sounds, and conversations.
  • Physical tasks: Ability to occasionally lift items such as office supplies or documents up to 50 lbs.
  • Mobility: Ability to move throughout the office to attend meetings, retrieve documents, or collaborate with colleagues.
