HJF is seeking a Program Manager II to oversee a collection of related/integrated projects that together support a long-term research initiative. This position strategically guides one or more project managers and related technical staff to ensure they are all working effectively toward the program’s stated objectives. Typically oversees moderately complex scope of work.

This position will be in support of the USU Military Women’s Health Research Program (MWHRP). MWHRP's purpose is to promote, manage, and coordinate research that will improve the health of military women through interdisciplinary collaboration and policy recommendations.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

Responsibilities

  • Serve as main point of contact and liaison between internal and external stakeholders (i.e. Principal Investigators, Program Sponsors, organizational leadership and project management teams). Establish and maintain effective working relationships on matters of mutual interest. Track and report on progress and outcomes.

  • Develop, lead and organize programs aimed at addressing the needs of military women and/or investigate the population’s needs and current healthcare gaps. This may include conducting outreach for focus group participation and coordinating focus group activities.
  • Liaison with community partners to help increase awareness of the program’s presence, capabilities and sharing of its mission. May lead to the engagement of a program/community advisory board, conference and/or stakeholder engagement meetings.
  • Provide on-site conference/meeting support including registration of attendees and direct coordination with the facility/venue staff.
  • Cultivate relationships with external community leaders to facilitate sharing information and resources.
  • Supervise, advise and guide Project Managers and technical staff throughout the program lifecycle, focusing on the strategic direction of the projects. Take corrective action as needed.
  • Manage key program elements, including but not limited to goals and milestones, risks, available resources, budgets, standard operating procedures, quality control, and results. Identify project interdependencies, aligning resources and efforts where appropriate.
  • Lead data collection, analysis, and quality assurance for the MWHRP database by consolidating project, publication, and presentation metrics across cross-functional sources, partnering with the Principal Investigator (PI) for review, and refining database structures to ensure accurate tracking and strict data consistency.
  • Support and participate in planning, creation and submission of proposals and agreements as requested.
  • Provide support to overall research activities that are part of a larger program. May mentor and lead less-experienced team members.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training and events/activities for role.

Supervisory Responsibilities

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Qualifications

Education and Experience

  • Bachelor's degree required. Business Administration or Life Sciences field of study preferred.
  • Minimum of 6-8 years experience required.

Required Knowledge, Skills And Abilities

  • Familiarity with knowledge of federal budget processes and fundamental principles of project management.
  • Familiarity with the military healthcare environment, military populations, and military culture preferred.
  • Solid Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software.
  • Prior experiences in the life sciences strongly preferred.
  • Ability to obtain and maintain a T1/Public Trust background check.

Physical Capabilities

  • Lifting: Requires lifting materials up to 25 lbs.
  • Ability to stand or sit at a computer for prolonged periods.

Work Environment

  • This position will take place primarily in a remote office setting.

Compensation

  • The annual salary range for this position is $77,600-$97,000. Actual salary pay will be determined based on experience, education, etc.
