HJF is seeking a Health Advisor II - USINDOPACOM to support medical readiness projects for the National Institute for Defense Health Cooperation (NIDHC) at the Uniformed Services University of the Health Sciences (USU). The mission of NIDHC is to support military and civilian health operational readiness in crisis and conflict. NIDHC is a unique organization that acts as a central source of coordination and support of health operational readiness for the U.S. Department of War (DoW) and coordinates and collaborates among six U.S. Departments: DoW, Homeland Security, Health and Human Services, Veterans Administration, State, and Transportation.

The Health Advisor will primarily support the execution of research lines of effort and represent NIDHC in collaborative contexts. The incumbent will be assigned to provide on-site support within the U.S. Indo-Pacific Command (USINDOPACOM) Office of the Command Surgeon, contributing to the execution of NIDHC’s support to the Indo-Pacific Medical Readiness Program (IPMRP) pursuant to the 2025 National Defense Authorization Act (NDAA) Section 735. The ideal candidate will translate programmatic objectives to actionable and effective activities. The Health Advisor is responsible for providing knowledge and expertise to facilitate activity implementation and compliance with strategic intent. Additionally, the Health Advisor will work collaboratively with NIDHC-based leadership, program and project managers, and technical staff to advance program objectives. This position directly collaborates with DoW stakeholders and related technical staff to align program and project execution.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

Responsibilities

  • Serve as the main point of contact and liaison between internal and external stakeholders (i.e., Office of the Assistant Secretary of War for Health Affairs personnel, USU and NIDHC personnel, Combatant Command and Component Command personnel, and project management teams) for IPMRP.
  • Establish and maintain effective working relationships on matters of mutual interest. Track and report on progress and outcomes.
  • Facilitate key program elements, including but not limited to goals and milestones, risks, available resources, budgets, standard operating procedures, quality control, and results. Identify project interdependencies, aligning resources and efforts where appropriate.
  • Advise and guide project managers and technical staff throughout the program lifecycle, focusing on the strategic direction of the projects. Take corrective action as needed.
  • Support and participate in planning, creation and submission of NIDHC proposals and agreements as requested.
  • Provide recommendations toward decision-making by NIDHC’s senior leadership related to the IPMRP and related activities and engagements.
  • Support the facilitation of project information flow between NIDHC leadership, USINDOPACOM, and other IPMRP stakeholders.
  • Translate operational guidance into tactical plans including Plans of Action and Milestones (POA&Ms), Project Narratives, timelines, budgets, and Summaries of Conclusions.
  • Develop and implement project management activities to maintain stakeholder relationships including project planning, strategic communication, and product development.
  • Work with multiple program and project managers to strengthen program execution, align resources, and ensure initiatives are connected to broader strategic objectives.
  • Support operational and logistical planning for major initiatives, ensuring seamless communication among program teams, leadership, and partner organizations.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for the role.

Qualifications

Education and Experience

  • Master's Degree required (Public Health, Public Policy or related field of study).
  • Minimum of 6-8 years experience required.

Required Knowledge, Skills And Abilities

  • Strong knowledge of procedures and doctrine underlying DoW planning and operations.
  • Ability to learn, understand, and communicate the organizational objectives of multiple offices.
  • Familiarity with defense health partnerships and security cooperation.
  • Familiarity with DoW/USG policy and guidance.
  • Familiarity with the USINDOPACOM region.
  • Strong proficiency in office automation to include Microsoft Office and Google platforms.
  • Ability to work independently, using sound judgment to solve problems.
  • Excellent organizational skills and attention to detail.
  • Ability to coordinate many complex systems and projects at the same time.
  • Excellent verbal and written abilities to communicate in research and acquisitions contexts, to include a working understanding of the DoW, program management, and global health lexicons.
  • Ability to work in a cross-functional capacity, with strong interpersonal skills.
  • Ability to work in a dynamic environment with senior military officers, federal civilians, and contractor personnel.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • This position may require U.S. Citizenship and the ability to obtain and maintain a T3/Secret Security Clearance.

Physical Capabilities

  • Lifting: Requires lifting materials up to 10 lbs.
  • Ability to stand or sit at a computer for prolonged periods.

Work Environment

  • This position will take place primarily in an office setting.

Compensation

  • The annual salary range for this position is $93,100-$150,000. Actual salary will be determined based on experience, education, etc.
