HJF is seeking a Director, Research Finance. The Director, Research Finance is a senior member the HJF Global ID Portfolio and leads our financial strategy, ensuring robust planning, budgeting, and forecasting processes that align with Portfolio and HJF goals. This role goes beyond traditional financial oversight by driving innovation in financial systems and operational efficiency through technology. The Director will be responsible for implementing and optimizing financial platforms, automating workflows, and leveraging existing data and innovative uses of technology to enhance decision-making and transparency.

The Director, Research Finance will directly manage a team of financial professionals supporting a large, complex, globally diverse set of projects representing the full spectrum of biomedical research activities including basic / discovery science through domestic and international clinical trials. The portfolio is funded through a wide range of funding sources and funding mechanisms, including both Federal and Non-federal awards.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

Responsibilities

  • Planning
    • Overall responsibility for formulation, submission, and defense of annual budgets to several federal funding agencies, including the Department of War, NIH, as well as several other non-federal partners and sponsors.
    • Supports the acquisition of funds for program activities – assists Program leadership and stakeholders in navigating the processes to ensure funding is secured. Requires understanding of the factors affecting the decisions, governmental policies, market dynamics, etc.
  • Monitoring
    • Responsible for monitoring the financial performance of the portfolio. Accomplishes this through effective oversight, facilitation and conduct of routine reviews of expenditures and forecasts.
    • Works with Global Infectious Diseases Program leadership and HJF Home Office to manage and track funding authorizations as well as actual cash flow for the program.
    • Ensures proper billing and cost allocation methodologies.
    • Works with international sites to forecast expense outflows and funding inflows; advises as needed how to best balance them without any disruptions to portfolio activities.
  • Reporting / Decision Support
    • Responsible for provision of timely, accurate and reliable financial information to internal Budget Managers; enables leadership and managers to make sound business decisions and fulfill reporting obligations.
    • Provides transparent and compliant reporting to portfolio funders.
    • Develops ad hoc business models and manages the development of business plans in support of new portfolio efforts.
    • Monitors, reports, and provides guidance and technical assistance to international sites in the areas of budgeting and financial reporting.
  • Leadership
    • Manages and directly supervises the day-to-day efforts of the Finance team to achieve Department objectives.
    • Mentors staff through 1:1 meetings, coaching sessions, and professional development plans.
    • Builds powerful, productive relationships with a wide range of stakeholders including HJF Home Office, international site staff as well as other partners and collaborators.
    • Develops and maintains portfolio financial policies and standard procedures for all responsible functional areas.
    • Assists with building financial operations capacity at international sites.
  • Business Process Optimization & Change Management
    • Lead Process Optimization Strategy: Works with Portfolio and Home Office stakeholders to assess, define and implement initiatives to streamline workflows, improve efficiency, and align with Portfolio and HJF goals.
    • Drive Change Management: Develop and execute frameworks that ensure smooth adoption of new processes, technologies, and cultural shifts.
    • Enable Technology & Automation: Leverage digital tools to modernize GID financial operations and enhance scalability.
    • Measure & Sustain Improvement: Establish KPIs, monitor performance, and foster a continuous improvement culture across the GID Research Finance team.
Supervisory Responsibilities

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Qualifications

Education and Experience

  • Master’s Degree (MBA) required; CPA may be substituted for MBA.
  • More than 15 years experience required.
  • Experience with federally funded (specifically DoD) awards, is required. Experience with HHS funded programs is desirable.
  • Experience managing or administering international programs is required.
  • Experience with President’s Emergency Plan for AIDS Relief (PEPFAR) financial reporting requirements is desirable.

Required Knowledge, Skills And Abilities

  • Demonstrated ability to lead complex programs with multiple collaborating organizations.
  • Ability to work effectively but diplomatically with colleagues and stakeholders from a wide variety of professional and cultural backgrounds is required.
  • Demonstrated ability to facilitate discussions of complicated, fluid, multi-faceted issues and clearly communicate the decisions, implications, and actions.
  • Ability to understand high level mission/objectives and translate them into specific plans and actions.
  • Ability to understand complicated financial issues and communicate them to non-financial professionals in easy-to-understand ways.
  • Ability to develop business and functional requirements for information systems/technology.
  • Exceptional team-building and interpersonal skills.
  • Outstanding skills in Excel and project management tools.
  • Experience with multiple sectors (government, nonprofit and corporate) preferred; experience with DoD funding is required.
  • Experience with process reengineering/improvement helpful.
  • Ability to effectively work independently or in a collaborative environment as needed.
  • Ability to use considerable judgment, initiative, and independence.

Physical Capabilities

  • Ability to stand or sit at a computer for prolonged periods.

Work Environment

  • This position will take place primarily in an office setting.

Compensation

  • The annual salary range for this position is $152,500-$200,000. Actual salary will be determined based on experience, education, etc.

Salary : $152,500 - $200,000
