SUMMARY: The Parents as Teachers (PAT) Program Manager/Supervisor provides strategic leadership and daily oversight of the Parents as Teachers home visiting program. This position is responsible for supervising home visitors, ensuring high-quality service delivery, maintaining compliance with Parents as Teachers Essential Requirements and funder expectations, monitoring program outcomes, and supporting continuous quality improvement. The Program Manager/Supervisor promotes a culture of accountability, collaboration, and excellence while ensuring families receive evidence-based, family-centered services.

Essential Duties and Responsibilities:

Program Leadership

  • Oversee the daily operations of the Parents as Teachers program.
  • Ensure compliance with Parents as Teachers Essential Requirements, program policies, and all funding agency requirements.
  • Monitor program performance metrics, enrollment, retention, and family outcomes.
  • Develop and implement strategies to achieve program goals and contractual deliverables.
  • Lead quality improvement initiatives using data to strengthen program effectiveness.
  • Prepare reports for leadership, funders, and stakeholders.

Staff Supervision

  • Directly supervise Parent Educators and other assigned staff.
  • Conduct regular individual supervision meetings and team meetings.
  • Provide coaching, mentoring, and professional development opportunities.
  • Complete performance evaluations and establish performance improvement plans when necessary.
  • Support staff recruitment, onboarding, training, and retention.
  • Foster a positive, inclusive, and accountable team culture.

Clinical and Reflective Supervision

  • Provide reflective supervision that supports staff wellness, professional growth, and high-quality family engagement.
  • Review challenging family situations and assist staff with problem-solving and resource coordination.
  • Ensure staff maintain appropriate professional boundaries and ethical practices.

Program Quality and Compliance

  • Monitor visit quality through observations, documentation reviews, and record audits.
  • Ensure timely and accurate documentation within the required data management system.
  • Monitor fidelity to the Parents as Teachers model.
  • Coordinate program audits and accreditation activities.
  • Maintain confidentiality and compliance with HIPAA, FERPA (where applicable), and agency policies.

Community Partnerships

  • Build and maintain collaborative relationships with community agencies, referral partners, and stakeholders.
  • Represent the organization at community meetings and collaborative initiatives.
  • Promote the Parents as Teachers program through outreach and partnership development.

Data Management and Reporting

  • Analyze program data to identify trends and opportunities for improvement.
  • Ensure accurate data entry and reporting.
  • Monitor staff productivity, caseloads, home visit completion, developmental screenings, and family assessments.
  • Prepare monthly, quarterly, and annual reports.

Fiscal and Resource Management

  • Assist with budget monitoring and resource allocation.
  • Ensure efficient use of program resources.
  • Monitor expenditures related to program operations.

Qualifications:

Education

  • Bachelor's degree in Early Childhood Education, Social Work, Human Services, Education, Public Health, Psychology, or a related field required.
  • Master's degree preferred.

Experience

  • Minimum of three to five years of experience in home visiting, early childhood, family support, or related human services.
  • Minimum of two years of supervisory or leadership experience.
  • Experience with Parents as Teachers or another evidence-based home visiting model strongly preferred.

Knowledge And Skills

  • Strong understanding of child development and family engagement.
  • Knowledge of Parents as Teachers Essential Requirements and quality standards.
  • Excellent leadership, coaching, and conflict resolution skills.
  • Strong organizational, analytical, and project management abilities.
  • Excellent written and verbal communication skills.
  • Ability to interpret data and use outcomes to improve program performance.
  • Proficiency with Microsoft Office and electronic data management systems.

  • Director of Family Based Interventions

  • Parent Educators (2)
  • Program Data Assistant (1)

NOTE: A valid driver’s license, car and insured vehicle is necessary to fulfill the duties and responsibilities for the position
