Special Note

This is a full-time, overtime exempt position on the Olympia campus of The Evergreen State College. This position is an "at-will" appointment, exempt from Washington State Civil Service rules and the Fair Labor Standards Act overtime requirements.

Position Purpose

Under general direction of the Vice President for Finance and Administration (VPFA), plan, coordinate, and conduct complex projects, develop and monitor operating budgets, facilitate short- and long-term planning, develop new and review existing policies, represent the VPFA to constituency groups, and perform special assignments as determined by the VPFA.

Nature and Scope

Essential Functions
  • Serve as a confidential resource and support for the VPFA, performing a broad range of high-level administrative duties and responsibilities.
  • Work with an assigned portfolio of budget managers in the division that may be assigned to develop spending plans, decision packages, analyses, and reports.
  • As a member of the college's core budget staff, work collaboratively to develop and manage college-wide, all-funds, biennial budget plans and to develop long-range financial plans for the college that support the college's strategic goals.
  • Provide financial information, reports and analysis for department directors in the areas of costs, revenue forecasts, purchases, etc.
  • Provide comprehensive support to department directors through efficient and effective alignment and coordination of resources and assets internal and external to the division.
  • Monitor and maintain the position control system for the division.
  • Plan, coordinate, and conduct complex projects, including studies and research as assigned by the VPFA.
  • Write comprehensive project report/summary for internal and/or external organizations.
  • Review existing policies and create new policies as assigned.
  • Represent the college before groups, such as Council of Presidents, Legislature, and internal and external constituency groups.
  • Other duties as assigned.

  • General knowledge of state and administrative budget processes.
  • Knowledge, skill, and ability using budget and financial software applications, currently Banner and other computer programs, such as Microsoft Excel.
  • Knowledge of public financial management principles and accountability standards.
  • Project planning and management skills and abilities.
  • Research and analysis skills and abilities.
  • Excellent communication skills, including the ability to communicate complex policy and financial information to internal and external audiences in clear, concise, and logical terms.

  • Strong interpersonal skills and ability to represent the college professionally and to establish and maintain collaborative working relationships internally and externally.
  • Knowledge of relevant Washington state and federal laws, administrative codes, and personnel policies.
  • Ability to work collaboratively with diverse populations, including students, faculty, staff, other campus units, unions, and external constituents.
  • Ability to work collaboratively to solve cross-cutting campus issues and problems.
  • Ability to facilitate, lead, and be a member of campus work groups and search committees.


Minimum Qualifications
  • Five years of progressively responsible senior-level administrative experience; education may substitute for up to four years of required experience.


Desired Qualifications
  • Advanced degree in education administration, business administration, public administration, or related field.
  • Experience with public higher education administration in Washington State.


Conditions of Employment
  • Must provide proof of identity and employment eligibility within three days of beginning work.
  • Prior to a new hire, a background check including criminal record history will be conducted. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position.
  • Prior to an official offer of employment, a Declaration Regarding Sexual Misconduct form must be submitted to the college per RCW 28B.112.080. The college will contact current and past employers to verify this information. Applicants who provide inaccurate information in their declaration will be disqualified and, if the inaccuracies are discovered after the applicant has been hired, it shall be grounds for termination.
