We are seeking a dynamic, experienced Community Manager to lead operations at Brookland Manor, an affordable housing community in Washington, DC. This is a high-impact leadership role for a property management professional who thrives in a fast-paced environment, understands the complexities of HUD and Project-Based Section 8 housing, and is passionate about driving performance, maintaining regulatory compliance, developing strong teams, and delivering an exceptional resident experience.
The ideal candidate will bring 3–5 years of affordable housing experience, a strong compliance background, hands-on knowledge of HUD regulations and Project-Based Section 8, and a current DC Property Manager License.
Responsibilities:
Oversee daily property operations and overall community performance.
Ensure compliance with HUD regulations, Project-Based Section 8 requirements, the Housing Assistance Payments (HAP) contract, company policies, and all applicable Fair Housing laws.
Complete and review applicant eligibility, annual and interim recertifications, income calculations, utility allowances, and rent determinations.
Submit, review, and reconcile required HUD compliance reports, including TRACS transmissions, tenant data, subsidy documentation, and related reporting.
Manage the affordable housing waitlist, applicant screening, unit offers, leasing activity, and move-ins in accordance with HUD and company procedures.
Maintain accurate resident files, compliance records, and required documentation.
Conduct regular property and unit inspections and coordinate preparation for NSPIRE, REAC, Management and Occupancy Reviews (MOR), and other agency inspections or audits.
Manage budgets, financial reporting, occupancy, collections, delinquency, and property performance goals.
Lead, train, coach, and develop on-site team members.
Drive leasing, outreach, and marketing strategies to support occupancy and community goals.
Maintain high property standards and oversee maintenance operations, unit turns, work orders, preventive maintenance, and capital needs.
Deliver excellent customer service and build positive relationships with residents.
Address resident concerns professionally, promptly, and in accordance with company and regulatory requirements.
Partner with regional leadership and support departments to meet operational, financial, compliance, and resident satisfaction objectives.
Requirements:
3–5 years of property management experience.
3–5 years of affordable housing experience required.
Hands-on experience with HUD and Project-Based Section 8 housing required.
Current DC Property Manager License required.
Strong affordable housing compliance background.
Working knowledge of HUD eligibility requirements, annual and interim recertifications, income calculations, rent determinations, utility allowances, HAP contracts, and subsidy administration.
Experience with TRACS reporting and HUD tenant data submissions.
Experience preparing for NSPIRE, REAC, MOR, and other affordable housing inspections or audits.
Strong understanding of Fair Housing laws and affordable housing regulations.
Proven leadership, team development, and financial management skills.
Strong organizational skills and attention to detail, particularly with compliance documentation and deadlines.
Excellent communication, customer service, and problem-solving skills.
Proficiency in Yardi, Excel, and Microsoft Office.
