The Information Technology group delivers secure, reliable technology solutions that enable DTCC to be the trusted infrastructure of the global capital markets. The team delivers high-quality information through activities that include development of essential, building infrastructure capabilities to meet client needs and implementing data standards and governance.

The Technology Investment Strategy team is tasked with implementing and leading an IT workforce strategy and workforce governance framework across all of Technology. This includes setting the guidance for how managers select and source talent, through which channels (direct or as contingent labor), working closely with hiring managers to ensure they follow that guidance, and ensuring that IT is leveraging their workforce to drive the right outcomes. The team works in close partnership with FP&A, HR, and the Corporate Procurement teams.
The IT Workforce Strategy lead role is responsible for closely coordinating and partnering with IT engagement leads to help them understand and proactively manage their current and future workforce needs, including FTE:CW ratios, on/offshore mix, and diversity of seniority. This role will also work with Sourcing and Vendor Management to ensure our network of contingent partners is properly maintained, so that the hiring managers can know which vendors have specific skill sets available to them, what DTCC’s exposure is to each vendor, and which are possible new vendors for consideration. Additionally, an ideal candidate would be able to take inputs from the IT Service and Portfolio strategies, to assess future workforce needs, and help the IT service leads define their future state target operating model.

Your Primary Responsibilities
- Build effective working relationships with senior business, technology and control group leadership
- Effective collaboration, expectations management and partnership with multiple internal and external partners
- Participate as a technology leader in helping to move the entire organization towards our objectives
- Translating multiple data elements (both financial and IT-orientated) into a tangible product which can drive insights and decision making
- Ability to influence, both directly and indirectly, peers and leaders across the organization on the IT Workforce strategy
- Drives continuous improvement activities and implementations across functional areas
- Support the execution of labor spend management and cost analysis, while also understanding the layered nature of IT expenses, and the multiple accountability layers that brings
- Mitigates risk by following established procedures and monitoring controls, spotting key errors and demonstrating strong ethical behavior
- Minimum of 10 years of related experience
- Bachelor's degree preferred or equivalent experience
- Experience with IT Workforce Strategy and defining Target Operating Models
- Understanding of the role of IT Product Managers and Service Owners within a large IT organization
- Understanding of the role of IT Project Management within a large IT organization
- Knowledge of IT Financial Management
- Ability to easily navigate large data sets, and be able to identify trends and opportunity areas quickly and efficiently
