PUBLIC HEALTH DIVISION
The Division of Public Health is comprised of an inter-professional team that promotes and demonstrates best practices of population level wellness through a highly diverse and talented workforce. Focusing on population level prevention our team engages in health policy development, community-level assessment, community health improvement planning, partner collaboration building, public health education, and proactive wellness intervention. With a County overall health ranking of 11th in California the Division of Public Health has a broad catalog of comprehensive prevention programs including Maternal Child Adolescent Health family-oriented nursing services, Special Supplemental Nutrition Program for Women, Infants, and Children, California Children’s Services, preventive clinical services focusing on contagious diseases, Snap Ed, Oral Health, Tobacco Use Prevention services, and Emergency Preparedness. 

THE OPPORTUNITY 
Under direction, plans, supervises, reviews, and evaluates the work of assigned professional, technical, and other support staff; coordinates and reviews activities to accomplish assigned public health intervention, promotion, and prevention programs, and provides expert technical assistance to staff, program participants, and community groups. 

The selected candidate will have the opportunity to: 
  • Plan, conduct, and/or oversee community needs assessments and develop strategies to address identified needs.
  • Identify program priorities, goals, objectives, and target groups.
  • Plan, organize, assign, review, evaluate, and direct the work of assigned professional, technical and support staff.
  • Select staff and provide for the orientation, training, and evaluation of staff; recommend discipline and other personnel decisions.
  • Provide technical consultation and guidance to staff members on difficult client cases.
  • Provide technical assistance in areas such as health program planning, implementation, and evaluation, to community agencies, coalitions, and other groups.
  • Develop requests for proposals for contracted services; analyze responses and make recommendations to management for contractor approval.
  • Negotiate contracts with grantors or other funding agencies, as well as with grantees or funded agencies, and administer the provision of contracts.
  • Develop and implement program evaluation and contract monitoring techniques, forms, and procedures for funded programs.
  • Prepare comprehensive program reports and program evaluations pursuant to contract and/or program requirements.
  • Participate in program budget development, as well as cost tracking and projection.
  • Ensures that assigned programs are in compliance with Health and Safety Codes, other state and federal laws, and local regulations and policies; coordinates programs with other public and private health and social service agencies.
  • Coordinate staff support and prepares verbal and written reports for advisory groups on assigned educational programs
  • Represent the County and the Department's programs before community councils and groups, private agencies, and the public; make oral and written presentations.
  • Maintain accurate and complete records and files.

IDEAL CANDIDATE
This Supervising Health Education Coordinator embodies a passion for promoting community health and resilience. They will oversee the daily operations of health promotion programs covering topics such as Oral Health, Tobacco Use Prevention, and Emergency Preparedness and ensure coordination across all areas, including compliance with programmatic, fiscal, administrative, and operational requirements. This position supervises a team of approximately six direct reports and leads the alignment of program efforts, both internally and with external partners, to foster collaboration, reduce silos, and achieve more coordinated, impactful outcomes. They represent the health promotion programs and collaborate with key stakeholders, coalitions, and community partners to advance the goals and initiatives of these programs and the Public Health Division within the Health and Human Services Agency. The ideal candidate is collaborative, adaptable, and skilled at building consensus and momentum around new ideas and project activities. They apply strong research skills, proactively seek out information, and effectively leverage available tools and resources to solve problems, evaluate and improve outcomes, and achieve objectives. They have experience supervising small teams, excel in both written and verbal communication, and demonstrate initiative and creativity in interpreting grant program requirements and translating them into impactful strategies that advance community health. 

Human Resources will assess your application to determine if you are minimally qualified using the following recommendations: 

Education:
Graduation from an accredited four year college or university with a Bachelor's degree in health, social services, psychology, public administration or closely related field,

-AND-

Experience: 
Either One (1) year of experience in the County's classification of Health Education Coordinator

OR 

Three (3) years of professional level experience coordinating or providing direct services in a health care, promotion, or prevention program. If the latter option for qualification application applies, a master's degree in a field as noted above may be substituted for one year of the three years specified professional level work experience.

Licenses and Certifications:
  • Possession of, or ability to obtain, a valid California Driver's License by time of appointment and a satisfactory driving record.

The County of El Dorado is recruiting applicants for Supervising Health Education Coordinator. This recruitment will establish a list for the purpose of filling current and full-time vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
