Job Summary:

The position of Combination Building Inspector I performs plan reviews and technical work involving the inspection of residential building construction, alterations, repairs, electrical, plumbing, and mechanical systems to ensure compliance with the Virginia Uniform Statewide Building Code and the County Code.  This position combines field and office activities with typically more than 75% of the job performed in the field.

  • Evaluate policies, procedures, practices, and communications to improve customer understanding and overall experience.
  • Ensure protection of life and safety in buildings within legal authority.
  • Proactively identify compliant solutions to assist customers in achieving goals.
  • Respond to inquiries and handle complaints from the public and property owners.
  • Maintain detailed inspection records and reports.
  • Pursue ongoing professional development to ensure high performance and compliance.
  • Manage time effectively, working independently and collaboratively to meet performance standards.
  • Support co-workers and other County staff in achieving goals and completing tasks.
  • Inspect residential construction, including mechanical, electrical, plumbing, and gas systems, for code compliance.
  • Apply technical judgment in enforcing codes and regulations.
  • Review plans for compliance with building codes and zoning ordinances.
  • Inspect construction sites for feasibility of plans.
  •           Probe or visually check condition of soil to ensure it is tightly compacted before footings are poured
  •           Assess building materials and construction methods.
  • Conduct ongoing inspections and ensure corrections are completed.
  • Perform final inspections to verify compliance and absence of unauthorized additions.
  • Inspect building alterations as required.
  • Provide guidance to the public on construction requirements and corrective actions.
  • Follow all safety regulations, including use of protective equipment.
  • Perform other related duties as assigned.

Job Requirements

  • High School Diploma or GED equivalent required.
  • Minimum of three (3) years of experience in general building construction, materials, and methods of design required.
  • Equivalent combinations of education and experience may be considered.
  • Must obtain one (1) Residential Inspection Certification within 18 months of employment.
  • Must obtain all four (4) Residential Inspection Certifications within 36 months of employment.
  • Must obtain Residential Building Plans Examiner certification within 36 months of employment.
  • Must obtain (2) Commercial Inspection Certifications within 48
  • Ability to perform residential plan reviews and prepare correction lists.
  •           Must possess all four (4) Residential inspection certifications issued by the Virginia Department of Housing and Community Development
  • Thorough knowledge of County codes and ordinances related to construction, alteration, and repair.
  • Ability to identify structural deficiencies and recommend corrections.
  • Ability to maintain accurate records and prepare detailed reports.
  • Ability to read and interpret plans, specifications, and blueprints.
  • Strong communication and interpersonal skills; ability to work effectively with staff, contractors, property owners, and the public.
  • General knowledge of mechanical, plumbing, gas, and electrical systems.
  • Valid Virginia driver’s license with a good driving record required.
  • Ability to evaluate County Code and recommend amendments.

Physical Demands / Special Work Environment

  • Frequent use of computers and office equipment requiring fine motor skills.
  • Regular hand, wrist, and finger movements.
  • Ability to exert up to 20 pounds of force occasionally and minimal force frequently.
  • Requires close visual acuity for tasks such as reading, data analysis, and computer work.
  • May remain stationary at a workstation up to 25% of the time.
  • Occasional movement within the office for meetings, file access, and interaction with staff.
  • Frequent communication with professionals, staff, and the public, must exchange accurate information.
  • Regular movement across uneven terrain at construction sites.
  • Operation of vehicles, tools, and inspection equipment.
  • Frequent climbing of ladders, scaffolds, and construction structures.
  • Ability to work at, above, or below ground level.
  • Walking long distances over uneven terrain as needed.
  • Ability to visually identify hazards and adapt to varying environments.
  • Regular exposure to outdoor conditions, including extreme temperatures and hazardous environments.
  • Frequent exposure to construction-related hazards such as dust and fall risks.

Supervisory Responsibility: None
