Job Description:
Resource will assist with an effort to create strategic IT roadmaps for State agencies.
The “rapid roadmapping” effort will report to the Deputy CTO for Strategic Engagement and leverage a framework jointly created by IOT and Gartner.
- Establish Baseline Agency Roadmaps
- Inform Enterprise Technology Roadmap
- Create Process to Sustain Agency and Enterprise Roadmaps
- Optimize and Rationalize Agency and IOT Spend
- Increase Efficiency and Reduce Bottlenecks
- Reduce “Surprises” From Agency and IOT Technology Choices
- Increase Relationships and Alignment with Agency Partners
- Identify IT Director-as-a-Service and SecOps-as-a-Service Prospects
- Oversees the day-to-day execution of the rapid roadmapping initiative to ensure successful execution of this effort initiatives and overall IT roadmap to materialize them
- Oversees the execution of the rapid roadmapping methodology based on the framework established with Gartner
- Leverages information gleaned during the rapid roadmapping effort to support the definition of the enterprise architecture (EA) and technology standards used within the State of Indiana
- Serve as a high-level, highly visible diplomat to agencies
- Review, revise, and implement policies, practices, standards, and tools that support the roadmapping effort
- Develop and provide a clear, concise, and actionable message around roadmapping deliverables.
- Build strong relationships across the IT community in support of roadmapping
- Work directly with senior managers and staff supporting all facets of IOT’s service delivery.
- Manage staff and teams, as needed.
Work is broad in scope requiring extensive judgment in adopting techniques to meet the information technology requirements, specifications, standards, and procedures of a complex enterprise-wide system. Work requires attention to detail and understanding of the impact that IT service delivery has across not only the Executive Branch, but also the State of Indiana broadly. As the backbone of the State’s IT operations, IOT’s efforts have a direct, critical role in facilitating government services from agencies to the citizenry. This position carries both high visibility and high expectations, requiring exceptional knowledge, and relationship building. The selected candidate will be counted upon to be an exceptional representative of IOT to stakeholders at all levels, at all times.
This position will work closely with individuals representing the highest levels of IOT, senior managers and subject matter experts, senior leaders from the Executive Branch, and senior leaders in the IT community (local, state, national), as well as agency personnel, consultants, contractors, and other key stakeholders as needed.
We are looking for a results-driven strategic planner to assess the short and long-term goals of IOT and suggest ways to accomplish them. To be successful in this role, you must have excellent analytical skills and be able to use sound logic to make observations about current methods and where strategic opportunities exist at the agency and enterprise levels.
