The Civil Service Employment Office is now accepting applications for the position of Water Superintendent. Open to qualified City of Zanesville employees and the public. Please read the job description below for minimum qualifications for this position.
POSITION QUALIFICATIONS
An appropriate combination of education, training, course work and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. An example of an acceptable qualification is: high school degree, GED or equivalent with ten (10) years’ experience in water treatment and distribution processes, including management of others. Class III State of Ohio Water Supply Operator’s certificate; motor vehicle operator’s license.
Ability to document identity and employment eligibility within three (3) days of original appointment as a condition of employment in compliance with Immigration Reform and Control Act requirements.

DISTINGUISHING JOB CHARACTERISTICS
Under direction, maintains responsibility for water treatment and distribution systems.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Manages water treatment and water distribution operations. Plans work priorities, provides direction, approvesschedules, and reviews completed work to ensure compliance with project specifications. Ensures Water Plantoperates in accordance with OEPA requirements.
Ensures that supervisors and staff are trained in work methods and processes. Oversees and evaluatessubordinate employee performance, assuring compliance with city policies and union contracts. Resolvesemployee work complaints within limitation of authority. Provides recommendation into selection of employeesand approves leave requests.
Signs and reviews monthly EPA operating & discharge reports and permits. Reviews plant operating and waterdistribution system records. Approves division payroll.
Reviews and approves construction plans, and makes recommendation.
Plans for future water system needs and operations to maintain or upgrade city water distribution and watertreatment facilities.
Meets with engineers, reviews qualifications and provides input into hiring for engineering projects. Examinesblueprints, reviews costs, and coordinates contracted work as necessary to keep supply safe and systemoperational. Outlines future construction projects.
Visits and inspects construction sites.
Inspects site of water main breaks and reviews break histories to identify trends and maintenance needs.
Confers with utility representatives.
Meets with Public Service Director to review future work projects, and discuss current operating status, problemsand needs.
Discusses private development with architects and works with engineering projects.
Reviews potable water well needs, coordinates maintenance and develops specifications.
Responds to and resolves complaints and inquiries from water customers and the general public.
Develops Water Plant budget and submits to Public Service Director for approval. Reviews budget requests formaintenance & distribution system. Makes necessary material and equipment requisitions and monitorsexpenditures to ensure compliance with approved budgetary guidelines. Recommends purchase of parts, tools andsupplies. Writes or provides pertinent data for specifications for bids, recommends capital equipment replacement.
Develops operational procedures in accordance with City policy, requirements and ordinances. Develops operational policies and procedures consistent with EPA mandates.
OTHER DUTIES AND RESPONSIBILITIES
SCOPE OF SUPERVISION
Direct Supervision: Water Division Secretary; Water Maintenance & Meter Supervisor; Water Plant Operators; Water Plant Maintenance Mechanic. Indirect Supervision: Water Maintenance Crew Leaders; Vehicle/Equipment Operators ; Water Maintenance Workers. Equipment Operated Pickup truck; computer; pipeline locators; metal detector; volt meters; amprobe; continuity meter; wrenches, screwdrivers and other hand tools.
CONTACT WITH OTHERS
Water customers including rural customers; Utility Billing staff; architects; engineers; contractors; state officials; city departments and divisions; sales representatives.

General Information
Applicants must submit an electronic application by the deadline date. Proof of possession of a State of Ohio Class 3license in Water Supply must be submitted with the application. All applications will then be reviewed by the Civil Service Commission to ascertain that minimum qualifications have been met by applicants. As a result of their evaluation,applicants will be notified whether they have been approved to proceed in the process. There will not be a written civil service exam for this position. It should be noted that the position of Water Superintendent requires the applicant to Possession of a Class III State of Ohio water supply operator’s certificate. The comprehensive written tests which were taken in order to acquire that license should be considered as the civil service examination for the City of Zanesville. Applicants meeting the minimum qualifications for this position will be notified ata later date of the structured interview.
Salary is based on qualification.
