Water Distribution Supervisor

General Description:

The purpose of this class within the organization is to supervise the daily maintenance of the City of Rock Hill’s water distribution system. This class works independently, under limited supervision, reporting major activities through periodic meetings.

Minimum Education and Experience Requirements:

Requires an Associate’s Degree or specialized courses/training equivalent to satisfactory completion of two years of college in maintenance or related field. Requires four years in repair and maintenance with some lead work or closely related experience. The equivalent combination of education and experience may be considered.

Special Certifications and Licenses:

Valid Class A Commercial Driver's License (CDL) and current DOT Medical Card required.

Desirable Knowledge, Skills and Abilities:

• Knowledge of the standards, principles, practices and equipment used for water maintenance.
• Knowledge of the general physical layout and structures of the municipal water system.
• Knowledge of the occupational hazards and safety precautions used in water inspection, maintenance and repair work.
• Ability to supervise or lead others by determining work procedures, assigning duties, maintaining harmonious relations, and promoting efficiency.
• Ability to communicate with a variety of people, including employees, the general public, contractors, and other interested parties regarding the department plans, programs, projects, and services.
• Ability to perform under stress when confronted with emergency situations or tight deadlines.
• Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
• Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.
• Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.

Essential Job Functions:

• Directs activities and operations of assigned Water Division ensuring compliance with applicable permits, laws, regulations, policies, procedures and standards of quality and safety.
• Responsible for overseeing the maintenance of water distribution system, tanks, and appurtenances.
• Reviews work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate. Manages personnel issues.
• Mentors and trains employees on various topics and needs.
• Monitors and evaluates the efficiency and effectiveness of process controls and procedures.
• Oversees safety programs and assists with action plans. Observes safety rules and regulations and practices safety techniques per department safety standards.
• Plans and examines information and data before work can be started on major repair jobs; holds construction meetings with employees to go over the work tasks; gives instruction on work orders including anything that may be unusual about the work orders or special instructions; reports work progress to supervisor.
• Meets with contractors or internal crews to resolve construction conflicts involving the City of Rock Hill’s water system.
• Makes repairs if needed by operating various pieces of equipment; drives dump trucks and operates heavy equipment.
• Meets and speaks with customers; handles customer complaints and concerns.
• Performs all other duties as assigned to meet organizational needs.
