General Description:
The purpose of this job within the organization is to plan, coordinate and oversee the functions and daily activities of the solid waste and recycling divisions.This job works independently, under limited supervision, reporting major activities through periodic meetings.
Minimum Education and Experience Requirements:
Requires High School graduation or GED equivalent supplemented by specialized courses/training equivalent to completion of one year of college in management or related field. Requires four years in solid waste management field experience or closely related experience. The equivalent combination of acceptable training and experience may be considered.
Special Certifications and Licenses:
Valid Class A or B Commercial Driver's License (CDL) and current DOT Medical Card required. Forklift Certification (or ability to obtain if needed). SWANA MSW Collection System Manager Certification (within one year of hire / promotion). OSHA 30 hour training (within one year of hire / promotion)
Desirable Knowledge, Skills, and Abilities:
- Extensive knowledge of methods and problems of collecting and disposing of municipal refuse and recycling.
- Extensive knowledge of the laws, ordinances, and regulations relevant to the storage, collection, disposal, and processing of municipal refuse and recyclables.
- Thorough knowledge of Solid Waste Collection equipment and maintenance requirements.
- Working knowledge of occupational hazards and safety precautions
- Knowledge of general office equipment and personal computers and equipment.
- Knowledge of leadership techniques, principles and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff.
- Ability to communicate clearly and concisely, orally and in writing.
- Ability to plan, organize, and direct large-scale activities in municipal refuse and recycling collection and disposal.
- Ability to plan and organize daily work routine.
- Ability to direct the preparation and maintenance of a variety of records and reports.
- Ability to investigate and determine Solid Waste Collection violations.
- Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
- Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.
- Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.
Essential Job Functions:
- Directs the daily operations and programs of the solid waste services; supervises duties of subordinate employees; schedules crews for collection routes each day and fabrication shop repairs.
- Assists with taking phone calls, issuing work orders, scheduling dial-a-dumpster deliveries and setting up new commercial accounts.
- Handles and rectifies customer complaints for the division.
- Communicates and ensures City Policies and safety procedures are followed.
- Provides oversight and control of the Rock Hill School District sanitation contract.
- Enters daily route collection information for monthly reports; prints and reviews weekly commercial route sheets.
- Assist with the budget for the division; reviews and codes all the sanitation division invoices.
- Prepares biweekly time sheets.
- Coordinates the removal of debris from City right-of-way.
- Communicates with other City agencies, residents, and public organizations.
- Receives, investigates, and resolves complaints.
- Collaborates with other agencies and special groups to coordinate and manage debris and trash removal during or following special events.
- Inspects work in progress; inspects vehicles to ensure proper use by employees; and inspects routes after collection.
- Performs all other duties as may be assigned to meet organizational needs.
- Basic computer skills with ability to login and check e-mails, Compass, Local Gov U, MS office, ArcGIS online, City Works and use mobile applications to perform collection task.
Additional Duties:
- Provides monthly collection reports for the division and the RH School District locations.
- Operates heavy equipment on city streets and highways: automated side loader, grappler, automated leaf vacuum truck, rear loading garbage truck, and recycling truck as needed. Prepares annual reports for the Public Work director, RH School District, SC DHEC for the recycling collected.
- Prepares and reviews performance appraisals subordinate employees.
- Performs related work as assigned.
