This position is responsible for skilled work involving analysis and improvement of processes, procedures, and business operations for the Solid Waste Department. Conduct audits of solid waste billing and account information and work with appropriate departments, vendors, or customers to ensure accuracy. Under general supervision, the incumbent must eercise reasonable initiates and independent judgement in ensuring that timely, efficient, and effective services are provided to departments, selecting work methods, and performing assigned tasks. Work is reviewed through oral and written reports, discussion, and results obtained.
Plans, conducts, and participates in studies of solid waste processes and their functions in order to design, develop, and recommend improved policies, procedures, organizational structures, work methods, forms, and other management tools
Collects and analyzes data through a variety of methods and various statistical processes; analyzes the structure and tasks of the organizational component being studied; formulates recommendations, and presents written and/or oral reports of findings to director
Analyzes computer systems to determine possible improvements in related forms, reports, and documentation
Develops implementation plans and schedule, manages implementation process, and trains affected personnel in the use of new systems and procedures
Evaluates the cost of providing services and makes comparisons of revenue generated; collaborates with Finance Department on 5-year rate studies
Manages the Solid Waste budget and assists with the annual process; provides guidance to Solid Waste staff on best financial practices
Assists with regulatory reporting as needed, such as FEMA and FDEP
Stays informed of departmental policies, procedures, and regulations
Performs other job duties as assigned

- Considerable knowledge of: principles, techniques, and procedures of management methods and systems analysis.
- Knowledge in financial and statistical analysis
Ability to collect and analyze data and draw sound conclusions
Ability to operate a personal computer and utilize modern business software applications
Ability to formulate and present recommendations and implementation methods
Ability to prepare and present oral and/or written reports
Ability to communicate effectively in English
Bachelor’s degree from an accredited four-year college or university in Business Administration, Public Administration, or a related field.
Two years of job eperience in business analysis
A combination of education, training, and eperience may be substituted at the City Manager’s discretion.
National Incident Management System (NIMS) training will be required according to the job duties and responsibilities within one (1) year of employment. Must obtain NIMS 100, 200 and 700.
Must possess and maintain a valid Florida driver's license and must be insurable by the City’s current insurance provider.
