The City of Overland Park has a full-time Deputy Director, Facilities position available in the Facilities Management and Operations Division within the City Manager's Office.

JOB SUMMARY:

Assists the Director of Facilities in planning, organizing, directing and reviewing the activities and operations of the Facilities Management Division. The position plays a critical role in the strategic planning, maintenance, repair, renovation and capital improvement of all municipal buildings to ensure safe, functional and aesthetically pleasing facilities for public use and agency operations. Acts as the Director, as required.

DUTIES AND RESPONSIBILITIES:

  • Assist the Director in overseeing the day-to-day operations of the division, including preventative maintenance, corrective repairs, custodial services, building security and utility management.
  • Participates in the development and administration of the annual operating budget, monitors expenditures and ensures cost effective use of resources. Assists with long-range financial forecasting for capital projects and deferred maintenance.
  • Develops scopes of work, specifications and RFPs/RFQs for professional services and contracted maintenance work. Manages and monitors contractor performance to ensure compliance with contracts, schedules and quality standards.
  • Assists the Director, Facilities to develop division level briefings for presentation to the Governing Body and City Manager. Provides updates on City facilities on a regular basis to keep the Governing Body and City Manager informed on matters of significant interest.
  • Assists in hiring, training and evaluating division employees. Promotes a culture of safety, efficiency, customer service and continuous improvement among all staff members.
  • Contributes to the development and implementation of the agency's long-range facilities master plan, sustainability initiatives, and asset management programs.
  • Serve as a liaison between the Facilities Division and other City departments, public officials, community groups, and the public regarding facilities issues, projects, and service impacts.
  • Ensure all facilities operations and projects comply with local, state, and federal laws, building codes, environmental regulations, and ADA standards. Oversee facility safety and emergency preparedness plans.
  • Performs other duties, as required, outside of normal working hours and during emergency operations and in accordance with the City's Emergency Operations Plan (EOP).
  • The employee must work the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with subordinates, supervisors, customers, vendors and any other persons or organization with whom interaction is required to accomplish work and employer goals.
  • The employee must be punctual and timely in meeting all requirements of performance, including, but not limited to, attendance standards and work deadlines; beginning and ending assignments on time; and scheduled work breaks, where applicable.

Requirements:

EDUCATION & SPECIAL LICENSE(S)/CERTIFICATIONS:

  • Bachelor’s degree in the following field(s) of study: Facilities Management, Architecture, Engineering, Construction Management, Public Administration or a closely related field. Master’s degree preferred.
  • Relevant work experience may be substituted for the educational requirement.
  • Must possess an appropriate, valid driver’s license and maintain an insurable driving record.
  • Certified Facilities Manager (CFM) or Facilities Management Professional (FMP) designation is preferred.
  • Professional Engineer License (PE) is preferred.
  • Access to the Kansas Criminal Justice Information System (KCJIS) is required, so the following KCJIS requirements apply: must be at least 18 years of age; must not have been convicted of a felony; must not have been convicted of a serious misdemeanor; and must not have an arrest history the nature and severity of which warrant disqualification.

EXPERIENCE:

  • 5 years of progressively responsible management experience in facilities operation, maintenance or a related field.
  • Experience in a public agency or governmental setting is preferred.
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job may be considered.

Normal Work Hours: 7:30 a.m.-4:00 p.m., Mon.-Fri.

Salary Range: Grade K, $102,115.51 - $142,960.85
