A Police Oversight Policy Analyst II job is available with the City of Fort Worth – Office of the Police Oversight Monitor (OPOM).  OPOM is looking for a collaborative and innovative Police Oversight Policy Analyst II to support policy initiatives of the OPOM and the community that that will enhance public trust and confidence in law enforcement. This individual serves as an advocate for structural change, grounded in principles of equity, and social and procedural justice. The Police Oversight Policy Analyst II will lead with a focus on researching, creating and advising on equitable solutions as well as collaboration with community and law enforcement. The position will perform a wide variety of complex research and analytical duties related to public policy and procedural and organizational analysis. The position also provides key policy and statistical support for OPOM's monitoring, auditing and review of the management, practices, and policies of the Fort Worth Police Department (FWPD) and OPOM.

The Police Oversight Policy Analyst II must be self-motivated and well-adapted to work under pressure while meeting deadlines with speed, accuracy, and a professional attitude, as well as demonstrate the ability to be creative and strategic across a range of projects and work. The position must have an established record of leading transparent and inclusive engagement of community in public policy issues.

Minimum Qualifications:

  • Master’s Degree from an accredited college or university with major course work in Public Administration, Finance, Business Administration, or related field. (Candidates who do not meet the Education requirement, may be considered if they have more relevant work experience than the position requires)
  • Two (2) years of experience in the critical analysis of processes, procedures, operations, data, systems or methods as well as experience in the functional areas of force analysis, criminal law, or constitutional policing
  • Must pass CJIS Fingerprint Screening 

Preferred Qualifications:

  • Experienced with benchmark analysis, analytical research and writing, offering conclusions and critical feedback
  • Experience reviewing or conducting administrative or criminal investigations
  • Experienced with preparing educational materials and presentations and conducting public engagements

The Police Oversight Policy Analyst II job responsibilities include: 

  • Evaluates operational objectives or procedures and recommends/creates modifications and/or other solutions by analyzing operational issues and/or addressing management concerns
  • Recommends and offers informed opinions to management on courses of action based on specialized knowledge
  • Interprets, communicates and implements agency policy and procedural changes
  • Assists staff in adapting to new policies and practices, modifications and/or other solutions
  • Maintains in-depth knowledge of the FWPD General Orders, Standard Operating Procedures, Tactical Guides, Training Bulletins and best practices in policing and police operations
  • Maintains awareness and knowledge of local, state, and federal legislation, ordinances, and agreements that affect law enforcement operations and practices
  • Researches local, state, and federal legislation, ordinances, and agreements that affect law enforcement operations and practices
  • Researches policies on promising law enforcement practices and works as a part of a team in conducting policy analysis that is informed by a review of those practices and customs of law enforcement
  • Compiles data for the office related to complaints, contacts, inquiries, uses of force and critical incidents reviewed. This includes demographic data for involved individuals
  • Conducts analysis of data collected by the Office to identify trends and themes in law enforcement practices
  • Manipulates and organizes the data collected by the Office
  • Develops periodic reports on the data analysis conducted. These reports may include tables, charts, and graphs depicting the data analysis
  • Develops written work products, including policy briefs, research memoranda and presentations that clearly describe complex analyses and policy recommendations
  • Collaborates with diverse communities in effective community-police problem solving
  • Effectively and consistently communicates about OPOM as well as its bodies of work to internal and external stakeholders

Working Conditions

Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.  Due to CJIS requirements related to system access, the following will result in being disqualified for this position:  Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class.
