JOB SUMMARY

This is a full-time union position under the general supervision of the Planning & Zoning Manager. The Zoning Enforcement Officer is responsible for administrating the City's Code of Ordinances associated with planning and zoning. Enforces the City's Code of Ordinances and conducts review of building permit and sign permit applications for compliance with applicable codes.

ILLUSTRATIVE JOB DUTIES AND RESPONSIBILITIES

To perform this job successfully, an individual must be able to perform each essential function satisfactorily.

  1. Provides information and guidance to the public, including developers, builders, and City officials regarding zoning regulations.
  2. Reviews building permits, sign permits, fence permits, site plans and various business application forms to determine zoning compliance.
  3. Inspect site improvements in the field for compliance with zoning requirements.
  4. Conducts field investigations and inspects properties for zoning violations in a timely manner.
  5. Issues and posts warning notices, notices of violations, corrective notices, orders to comply and related documentation for zoning violations. Issues civil infraction citations and appear in court as necessary.
  6. Maintains appropriate records regarding the enforcement of ordinances and prepares a variety of studies, reports, and related information for decision making.
  7. Recommends changes to codes, rules and regulations based upon common problem areas and special land use issues.
  8. Resolves complex and sensitive customer services issues by phone or in writing with documented problem solving.
  9. Research zoning compliance status through review of city records, air photos, and other related materials.
  10. Reviews a variety of applications for zoning compliance, including secondhand stores, adult foster care homes and sidewalk cafes.
  11. Supports plan review, inspection and enforcement activity with the Planning & Zoning Manager.
  12. Serves as the Zoning Administrator and is the staff liaison to the Zoning Board of Appeals.
  13. Attends public meetings and makes presentations when needed.
  14. Performs other related work as required.

MINIMUM QUALIFICATIONS

The requirements listed below are representative of the knowledge, skills, abilities, and qualifications necessary to perform the essential functions of the position.

  • General knowledge of Michigan statues and the principles and practices of municipal planning and zoning.

Ability to:

  • Work independently with minimal guidance and as part of a team.
  • Establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with city officials, developers, project contractors and the public.
  • Communicate effectively and present written ideas and oral presentations.
  • Work with numerous interruptions and work effectively under time constraints to meet deadlines.
  • Prepares agenda, assists with public hearing notifications and attends monthly meetings of the Zoning Board of appeals.

Education and Experience:

  • High school diploma or equivalent.
  • Associate degree required with major course work in engineering, architecture, planning, building or related studies or high school graduate/GED with the following minimum equivalent combination of job-related education and experience: 2 years of municipal planning or zoning experience and knowledge of inspection methods, practices and techniques pertaining to building and zoning; or 5 years' experience in inspections or supervision of building construction.
  • Skill in reviewing and interpreting plans, blueprints and specifications.
  • Operation of a personal computer required.
  • Must possess and maintain a valid Michigan driver's
