What are the responsibilities and job description for the Plant Operator position at The City of Alliance?
The City of Alliance Water Treatment Plant anticipates an opening for Water Treatment Plant Operator. The Water Treatment Plant operates twenty-four hours a day, seven days a week.
The Operators works with limited supervision and must exercise independent judgment when necessary.
Candidates must have at least a high school diploma or equivalent, able to read, write and perform basic algebra, must have a valid State of Ohio drivers license, must be physically able to perform all assigned duties and mustpossess a valid State of Ohio Class I Water Supply License or be able to attain a Class I license within 30 months of appointment to the position.
The position requires working knowledge of surface water treatment. The successful applicant should have good mechanical skills, good math aptitude and the ability to work through problems to their conclusion. The position requires working varied shifts and includes weekend work. The position is responsible for daily operation of the plant along with record keeping, some chemical tests, and maintenance. The treatment plant has a 10 MGD capacity with current output averaging 4 MGD. The City of Alliance offers a competitive benefits package.
The selected person will report to the Water Treatment Superintendent and/or the designated Coordinator. The hourly rate will be based on 40 hours per week, 2080 hours per year. The starting wage is $20.87 per hour.

RESPONSIBILITIES, DUTIES AND ESSENTIAL FUNCTIONS:

1. Have knowledge of OSHA regulations, EPA regulations, Safe Water Drinking Act and safe work practices.
2. Monitor and adjust plant operations to ensure compliance with EPA regulations, and provide safe and pure water for human consumption.
3. Responsible for compliance with all established safety standards and regulations and wears proper protective safety gear and equipment.
4. Operates power tools and hand tools safely.
5. Assure that the necessary pumps for both low and high service are on line as related to the demands of the water distribution system and all chemical tests, feeders; filter washes etc. are performed properly to maintain the optimal operational performance of the plant.
6. Operate pumps and other chemical feed equipment located at the plant. Monitor and record hourly, daily and monthly reading from plant gauges and other visual display charts and graphs in the plant and those that are off site but connected to the operation of the treatment plant.
7. Performs troubleshooting for pumping, filtering, sedimentation-coagulation, chemical mixing, feeding, and supplying
8. Ability to utilize a personal computer and understand software and programs utilized in performing duties.
9. Responsible for checking all pertinent equipment on a regular basis and makes minor repairs. Also responsible for reporting to the superintendent all needed repairs
10. Perform analysis required to make treatment process adjustments or initiations.
11. Calculates and regulates chemical feeds, hydraulic flow distribution pumping rates starts and stops pumps, mixers, blowers, boilers, motors, washes filters, dumps chemical, etc.
12. Assists maintenance personnel in restoring processes and equipment to operational conditions.
13. Ability to understand and follow oral and written instructions and effectively communicate with those contacted throughout the course of the workday.
14. Ability to maintain effective working relationships with other departments, agencies, employees, supervisors and the public.
15. Unload chemicals at delivery.
16. Maintains good housekeeping practices.
17. Maintains shift logs and records daily meter, gauge, and test readings as required..
18. Operates city-owned vehicle.
19. Adjusts chemical feeds as required and records all appropriate data.
20. Performs all other related tasks as directed by the superintendent.
21. Collects water samples and performs standard water testing and calculations to ensure quality control.
22. Monitor security system and ensure functionality.
23. Must be capable of lifting 50 lbs.
24. Respond to citizen’s questions and concerns and provide the best possible customer service and maintain positive image of the city.
25. Must be able to work swing shift.
26. All other duties and special assignments as assigned by Superintendent.
27. Obtain and maintain Ohio EPA certifications
PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: There is frequent need to stand, walk, sit, climb, twist, bend, stoop, talk or hear, use hands to finger, lift up to fifty (50) pounds, and perform other similar actions during the course of the workday. Works closely with hazardous chemicals and materials, mechanical parts, and slow moving equipment. Position is subject to overtime and emergency call out. The City of Alliance promotes a drug/alcohol free work environment through the use of mandatory pre-employment drug testing
MINIMUM QUALIFICATIONS: The equivalent of a High School Diploma and possession of at least a Class I Ohio Public Water Supply Operator’s Certificate, or the ability to attain it within a 30 month period; previous experience or course work in water treatment is desired; or the equivalent combination of training and experience which provides the required knowledge, skills and abilities. Must have a valid driver’s license and the ability to drive a company vehicle. Must interact with fellow employees and the public in a courteous and professional manner at all times. The Plant Operator must be dependable, conscientious, and thorough in all work and must have proper regard for the use of time, materials, tools, and equipment.
