Program Manager - SSTRY

POSITION SUMMARY:

The SSTRY Program Manager reports to the Director of Outpatient Services and provides clinical, administrative, and supervisory leadership to the Substance, Screening, Treatment, and Recovery for Youth (SSTRY) program. The Program Manager ensures services align with the agency’s treatment philosophy, contract expectations, regulatory requirements, and agency policy. The Program Manager oversees SSTRY screening, admissions, treatment, and aftercare to support full service utilization and ensure billing is accurate, compliant, and audit-ready. The Program Manager maintains appropriate professional boundaries, provides culturally responsive services, and completes required regulatory trainings and certifications, including (A)CRA/ACC, SBIRT, PIE, and GAIN.

TECHNOLOGIES: Microsoft Office Suite, Scheduling Platform (ADP WFM), Online Trainings Platform (ADP WFN), Electronic Health System (Carelogic by Qualifacts), Provider Information Exchange System (PIE)

Accountable and responsible for the following results:

  • Monitor and drive clinician and Recovery Support Specialist productivity to meet utilization requirements and support community-based service locations.
  • Provide clinical supervision to ensure high-quality care across screening, treatment, and aftercare services.
  • Complete A-CRA/ACC training and maintain certification as both a Clinician and Supervisor within the model.
  • Ensure accurate, timely data entry and assessments using PIE, GAIN, and EBTx tools.
  • Develop, refine, and implement operational workflows to improve responsiveness, access to services, and continuity of care.
  • Maintain knowledge of and ensure compliance with DSS, DPH, and DCF regulations and related requirements.
  • Ensure clinical documentation is timely, accurate, and audit-ready within the agency electronic health record.
  • Promote culturally responsive service delivery by reinforcing respectful, non-judgmental practice and holding staff accountable to these standards.
  • Lead personnel management for the department, including hiring, onboarding, training, supervision, progressive discipline, and staff safety practices.
  • Demonstrates cultural sensitivity and awareness, tailoring interactions and interventions to respect and meet the diverse needs of the youth and families served.
  • Participates in quality assurance and outcome measurement, collecting and reporting data on client progress and program performance to ensure compliance, effectiveness, and continued professional standing.
  • Maintains awareness of The Children’s Center of Hamden’s Policy and Procedure Manuals and accesses relevant information as needed to guide decision-making and ensure compliance.
  • Maintains appropriate personal boundaries with young people and families served at The Children’s Center of Hamden, in accordance with the agency’s Boundary Code of Ethics.
  • Contributes to a safe, welcoming, and equitable environment that reflects the agency’s commitment to diversity and inclusion.
  • Adheres to agency confidentiality policies and models respect by consistently treating staff, clients, and self with professionalism, while upholding client rights at all times.
  • Assumes Clinical Therapist responsibilities as needed to ensure continuity of care, including screening, assessment, treatment services, documentation, and coordination with internal and external partners.
  • Performs any other related work assigned.
  • Will be able to maintain a flexible schedule, which includes travel between locations (Middletown, Meriden, and Norwich)

MINIMUM QUALIFICATIONS

  • 3-5 years of experience in an outpatient clinic setting, supervisory experience with leadership skills or potential.
  • Experience with EHR a plus.

LICENSURE /

CERTIFICATIONS

  • LCSW, LMFT, LPC, LADC or licensed Psychologist in the State of Connecticut.
  • Ability to achieve ACRA-ACC certifications and supervisor certifications within 18 months.
  • Ability to obtain and maintain current CPR and First Aid certification.
  • Ability to obtain and maintain current Crisis Prevention and Intervention certification.

Salary : $66,000 - $70,000
