Position Summary
The Vice President of Compliance Enhancement serves as the senior operational leader responsible for executing the organization’s compliance, quality assurance, continuous quality improvement (CQI), and incident management functions across New York and New Jersey. Reporting to the SVP-Chief Compliance & Risk Management Officer, this role ensures all compliance, CQL, and quality improvement activities are implemented effectively, consistently, and in alignment with organizational policy, regulatory expectations, and best‑practice accreditation standards.

- Lead the daily operations of the Compliance and Quality Assurance functions across NY and NJ.
- Provide leadership and supervision to QA staff by overseeing compliance and quality training development and delivery, mentoring investigative and audit practices, and ensuring all training materials and resources reflect current, SVP-Chief Compliance & Risk Management Officer-approved policies and regulatory requirements.
- Direct operational components of incident management, including documentation and follow‑up in IRMA, NJIRMS, and internal QA systems.
- Oversee internal investigations and ensure compliance with regulatory standards.
- Ensure all investigations meet regulatory requirements and internal standards, escalating high‑risk matters to the SVP-Chief Compliance & Risk Management Officer.
- Support the operational functioning of Incident Review Committees (IRC) and Human Rights Committees (HRC), ensuring recommendations are tracked to closure.
- Lead internal audit schedules including program audits, desk reviews, and unannounced visits.
- Willing and able to travel to program sites and locations as needed to support organizational operations and oversight.
- Lead implementation and monitoring of CQL accreditation plans.
- Oversee development and evaluation of the organization’s CQI plan.
- Ensure systems for ongoing monitoring meet CQL standards.
- Develop dashboards and reports reflecting quality, performance, and compliance metrics.
- Facilitate cross‑departmental collaboration to support quality and CQL indicators.
- Direct the development of dashboards, KPIs, and trend analyses.
- Implement systems for analyzing and reporting performance indicators.
- Ensure data integrity across all compliance, QA, and CQI systems.
- Provide technical assistance to program leadership on compliance, QI, and CQL.
- Partner with Operations, HR, IT, Finance, and program staff on compliance integration.
- Represent Compliance, QA & QI on internal and external committees.
- Relationship management and operational leadership Demonstrates strong leadership in managing complex teams, workflows, and cross‑state operations while fostering effective working relationships at all organizational levels.

- Bachelor’s degree required; master’s degree preferred in a health‑related, regulatory, or administrative field.
- Minimum of 7 years of progressive experience in compliance, quality assurance, investigations, or regulatory operations.
- Demonstrated experience managing multi‑state compliance operations and supervising senior‑level staff.
- Strong knowledge of OPWDD (NY), DDD (NJ), Medicaid, and human services regulatory frameworks.
- Comprehensive knowledge of NY/NJ regulatory requirements, OPWDD/JC & DDD regulations, and compliance operations
- Skilled in Microsoft Office Professional Suite (Word, Excel, Access, PowerPoint) and other relevant software tools to support analysis, reporting, and documentation.
