Job Title: AVP of Residential Services                                       

Reports to: SVP Residential Services                                      

Department: Residential Services                                          

FLSA/Status: Exempt/Full-Time

Location: New York (including the five boroughs and lower Westchester)

 

Position Summary

 

The AVP of Residential will oversee the total daily operations of the New York residential department. The AVP will develop, organize, administer, and coordinate the following functions: program oversight and expansion, department strategic planning, staff hiring, development and deployment, budget management, and communication with individuals and family members.

Responsibilities

  • Oversee the operations of all supervised and supportive residences in accordance with agency policies and procedures; ensure compliance with OPWDD regulations.
  • Oversee the operations of the housing subsidy (formerly ISS) program.
  • Plans and develop new and innovative residential models and service initiatives to meet the needs of individuals.
  • Establish policies and procedures for the department to ensure compliance with regulations governing residential programs.
  • Plan and manage department budget to ensure the fiscal integrity of the program.
  • Administers the intake and discharge planning process for the department consistent with Agency policies and governmental regulations.
  • Oversees the system of hiring, supervising, and supporting residential staff to make certain programs are adequately staffed with qualified, trained personnel. Identifies staff training and development needs of the department in concert with departmental heads.
  • Develops training programs to provide staff with support and resources necessary for them to carry out their responsibilities.

  • Regulatory Compliance (OPWDD): Deep understanding of OPWDD regulations and the ability to implement, monitor, and enforce compliance across all residential programs and housing subsidy services.
  • Program Development & Innovation: Skilled at designing, evaluating, and implementing new residential models and service initiatives that meet evolving individual and family needs.
  • Strategic Planning & Execution: Ability to develop long‑term departmental strategies, align resources, and drive initiatives that support organizational goals and service expansion.
  • Budget & Fiscal Management: Proficient in developing, managing, and monitoring departmental budgets to ensure fiscal integrity, cost‑effectiveness, and compliance with funding requirements.
  • Staff Leadership & Development: Strong capability to hire, supervise, coach, and support residential staff; identifies training needs and builds development programs that enhance workforce performance and retention.
  • Intake & Discharge Oversight: Ensures intake and discharge processes are executed in accordance with agency policies and regulatory requirements, maintaining continuity of care and service quality.
  • Analytical & Problem‑Solving Skills: Uses data, trends, and operational insights to identify gaps, resolve issues, and implement improvements across programs and staffing structures.
  • Communication & Stakeholder Engagement: Communicates effectively with individuals served, families, staff, leadership, and external partners; provides clear, timely, and professional information.
  • Collaboration & Cross‑Functional Coordination: Works effectively with HR, Finance, Clinical teams, and other departments to ensure cohesive operations and shared accountability.
  • Change Management & Adaptability: Leads teams through organizational, regulatory, and programmatic changes; remains flexible and solution-oriented in a dynamic environment.
  • Crisis Management & Decision‑Making: Responds confidently and effectively to emergencies, staffing shortages, and operational challenges while maintaining safety and service continuity.
  • Technology & Systems Proficiency: Utilizes residential management systems, documentation platforms, and Microsoft Office Suite to support operations, reporting, and communication.
  • Ethical Judgment & Professional Integrity: Maintains confidentiality, demonstrates sound judgment, and upholds ethical standards in all interactions and decisions.
  • Customer Service Orientation: Prioritizes the needs of individuals and families, ensuring services are person‑centered, responsive, and aligned with best practices.
  • Continuous Improvement Mindset: Actively seeks opportunities to enhance program quality, operational efficiency, and staff development through innovation and best‑practice implementation.

Qualifications

  • Bachelor’s degree in human services, master’s degree strongly preferred.
  • 10 years in the field of Developmental Disabilities
  • Substantial (a minimum of five years) management experience in residential operations.
  • Knowledge of residential services program management, systems development, program development, strategic planning and budget management.

USD $82,000.00 - USD $85,000.00 /Yr.
