About the Role
The Solution Delivery Manager serves as the primary client-facing delivery manager responsible for orchestrating successful solution implementations across our SLED (State, Local, and Education) and elections domain projects. This role bridges the gap between technical delivery teams, product management, and client stakeholders to ensure seamless solution deployment, adoption, and certification compliance.
A critical aspect of this role is managing solution certification as an integrated delivery process, ensuring all Elections Products achieve and maintain state and federal certification requirements throughout the implementation lifecycle. The Solution Delivery Manager coordinates certification activities as part of comprehensive project planning, execution, and quality assurance workflows.

Solution Delivery & Implementation
- Lead end-to-end solution delivery for complex client implementations, with a focus on SLED and elections domain projects
- Partner with Product and Design teams to create comprehensive delivery plans that align with client expectations and contractual obligations
- Manage and communicate project roadmaps, program schedules, timeline adjustments, risk assessments and scope changes to stakeholders
- Oversee cross-functional delivery teams including project managers, release leads, documentation leads and training/OCM resources
- Proactively identify and mitigate delivery risks, escalating issues as needed
- Manage hybrid work setup with some client-facing travel as required
Certification Process Management
- Integrate state and federal certification requirements into all phases of solution delivery planning and execution
- Maintain current knowledge of state and federal election laws, voting system certification requirements, and state-specific regulations
- Serve as liaison with state and federal election officials, testing laboratories, and regulatory agencies for certification activities
- Coordinate certification documentation preparation, review, and submission as part of standard delivery workflows
- Plan, coordinate, and execute state certification testing within project timelines and milestones
- Embed certification requirements into the software development lifecycle by partnering with engineering and product teams
- Identify and mitigate certification compliance risks proactively as part of overall project risk management
- Maintain accurate records of certification efforts, test reports, and regulatory communications
- Provide stakeholder education on certification requirements and continuously improve certification processes
Quality Assurance & Performance Management
- Oversee quality assurance processes, including UAT coordination, defect management, and resolution tracking
- Work closely with engineering, product management, and quality assurance teams to ensure solutions meet certification criteria and pass required testing
- Ensure adherence to non-functional requirements (NFRs) and maintain system health metrics
- Monitor and report on key performance indicators, including user sentiment, adoption metrics, and system performance
Change Management & User Adoption
- Drive user adoption through strategic change management and training initiatives
- Develop and execute strategies that support successful deployment and ongoing compliance with election timelines
Required Education and Experience
- Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Business, Political Science, or other related scientific or technical discipline OR five (5) years of equivalent experience in a related field.
- 2 years of experience in solution delivery or project management roles, with proven success in enterprise solution deployments and SLED sector projects, particularly elections systems
- Demonstrated experience managing solution compliance, certification processes, or working with government/public sector organizations and regulatory bodies
- Experience in elections technology, deployment, and standards is highly preferred
- Extensive experience with project management tools (e.g., JIRA, Confluence, Aha!, SmartSheet, Monday.com, Azure DevOps)
- Understanding of modern development frameworks and SDLC methodologies, including Agile and SAFe
- Strong skills in stakeholder management, executive communication, and change management strategies
- Proficiency in system metrics analysis, QA processes, UAT management, and technical concept translation
- Strategic mindset with strong leadership, problem-solving, and team collaboration skills
- Excellent communication, presentation, and multitasking abilities in fast-paced environments
- Ability to work according to Pacific time zone with approximately 20% travel for client meetings, certification activities, and regulatory engagements
Technical Competencies
- Strong grasp of software development lifecycle (SDLC) methodologies
- Proficiency in analyzing and reporting system metrics
- Understanding of quality assurance processes, UAT management, and certification testing protocols
- Ability to translate technical concepts and regulatory requirements for non-technical audiences
- Experience with release management and deployment planning
- Knowledge of election technology industry regulatory landscape and compliance frameworks
Preferred Qualifications
- Experience working in a fast-paced, high-growth environment
- Direct experience managing voting system certifications or working with election officials
- Background in senior leadership roles within elections technology or public sector
- Familiarity with state and federal voting system testing and certification laboratories
Physical Requirements
- Prolonged periods sitting at a desk and working on a computer
- Must be able to lift 15 pounds at a time
- May be required to work on-call or long hours, if necessary, in case of serious network malfunction or certification deadlines
