Position Overview
The Senior COBOL/CICS/DB2 Developer will be responsible for developing, maintaining, and enhancing applications on an IBM Mainframe platform in support of a federal tax processing and master file research environment. This role requires extensive experience in COBOL, CICS, and DB2 development, a strong command of legacy mainframe systems, and the ability to troubleshoot, optimize, and tune high-availability applications. The developer will collaborate with cross-functional teams to resolve production issues, implement system enhancements, and ensure that all changes meet federal standards before deployment.
This is a full-time, hybrid role requiring availability during normal business hours, with occasional night and weekend work as needed based on project demands. Personnel must have reasonable access to the government site in Lanham, MD and be able to travel there within two hours’ notice. The Senior COBOL/CICS/DB2 Developer reports to the Technical Program Manager and works closely with development, testing, and operations teams to ensure high-quality software development and system integration.
Key Responsibilities
- Develop, test, debug, and maintain COBOL, CICS, and DB2 applications on an IBM Mainframe platform
- Work extensively with Job Control Language (JCL), AEV JCL, VSAM, Panels, Copybooks, and Skeleton PROCS
- Troubleshoot and resolve production problems in a timely manner to sustain system availability
- Perform performance tuning, optimization, and root-cause analysis on mainframe-based applications
- Follow Production Environment Control Process (PECP) guidelines and the ServiceNow ticket and Endevor transmittal processes
- Use CFOL Command Codes for research and support analysis of IRS Individual and Business Master Files
- Design, modify, and document coding changes for application enhancements and legislative mandates
- Develop and optimize PL/SQL and support relational database products
- Perform peer reviews and ensure adherence to coding best practices
- Ensure software changes are defect-free before deployment to production
- Produce Enterprise Life Cycle (ELC) documentation such as DSR, iBSR, ICD, and TRR
- Utilize the IBM Engineering Lifecycle Management (ELM) Tool Suites, including DOORS Next, Jira, and IBM Engineering Test Management (ETM)
- Support Agile development practices and collaborate with stakeholders to define and implement technical solutions
Qualifications
Education:
- Bachelor’s degree in Computer Science, Information Technology, Software Engineering, or a related field (or equivalent experience).
Experience:
- At least 8 years of experience in COBOL, CICS, and DB2 development
- Proven experience with legacy systems and applications in a mainframe environment
- Experience in performance tuning, troubleshooting, and optimizing mainframe-based applications
Technical Expertise:
- IBM Mainframe COBOL development within a high-availability environment
- Customer Information Control System (CICS) and DB2
- IBM Suite, File Manager, Job Control Language (JCL), AEV JCL, and IBM Debugger
- VSAM, Panels, Copybooks, and Skeleton PROCS
- PL/SQL development and optimization
- Endevor and the Service Now ticket / Endevor transmittal processes
- IBM Engineering Lifecycle Management (ELM) Tool Suites, e.g., IBM Requirements Management
- DOORS Next, Jira, and IBM Engineering Test Management (ETM)
- CFOL Command Codes for research
Additional Skills:
- Strong problem-solving and debugging skills with attention to detail
- Knowledge of the IRS Individual and Business Master File systems is highly desirable
- Familiarity with Enterprise Life Cycle (ELC) process and documentation, and Agile methodologies
- Knowledge of RHEL 8 containerization and Cloud Migration is a plus
- Ability to collaborate in a team-oriented environment and communicate effectively with technical and non-technical stakeholders
- Adaptability in a fast-paced, evolving work environment with shifting priorities
Clearance:
- Must be able to obtain and maintain an IRS Minimum Background Investigation (MBI); U.S. work authorization required
