Human Resources Manager – Healthcare and Behavioral Health
Location: Philadelphia, PA
Job Type: Full Time | Fully Onsite | Exempt
Salary: $70,000 to $80,000 per year
Schedule: Monday to Friday, 8:30 AM to 5:00 PM

Position Overview
We are seeking a Human Resources Manager to oversee HR operations at our Philadelphia facility. This position is fully onsite and requires a strong leader who can work closely with staff, leadership, and union representatives.
The HR Manager will manage employee relations, labor relations, compliance, HR policies, workers compensation, unemployment claims, and performance programs within a unionized healthcare environment. This is a high visibility role with the opportunity to shape HR strategy and organizational culture.
Key Responsibilities
Manage daily HR operations including recruitment, onboarding, compliance, and staff training
Lead employee relations including coaching, progressive discipline, and conflict resolution
Partner with union leadership and management to maintain strong labor relations
Ensure compliance with FMLA, ADA, EEO, OSHA, and all employment laws
Oversee workers compensation claims and return to work processes
Handle unemployment claims and represent the organization at hearings
Maintain and update employee handbooks, HR policies, and compliance programs
Oversee performance management programs, engagement, and DEI initiatives
Collaborate with leadership onsite to align HR strategy with organizational goals
Qualifications
Bachelor’s degree in human resources, Business Administration, or related field required
Master’s degree or HR certification such as PHR, SPHR, SHRM CP, or SHRM SCP preferred
Three to five years of progressive HR management experience
Strong knowledge of employment law, HR compliance, employee relations, and HR best practices
Prior experience in union environments and labor relations highly preferred
Familiarity with workers compensation, unemployment claims, and HR policy development
Strong communication, leadership, and conflict resolution skills
Experience in healthcare or behavioral health HR strongly preferred
Must be able to work fully onsite Monday through Friday
