Armony Development is seeking an experienced Project Manager to join our growing team. This is a collaborative role suited to a self-directed professional who enjoys managing complex development projects, communicates proactively, and appreciates having ownership of their work.
You will manage the entitlement process for three to five affordable housing projects simultaneously, from site acquisition through approvals. You will serve as the primary point of contact with cities, counties, engineers, consultants, attorneys, and other project stakeholders, and coordinate the transition of entitled projects to our partners. In all external settings — including public hearings, agency meetings, and interactions with partners and consultants — you will represent Armony Development and our partner organizations with professionalism and credibility. While it will be expected that you autonomously manage your work, you will work alongside the company’s owner, with regular structured meetings to review progress, address challenges, and align on strategy.

Responsibilities
• Manage all phases of the entitlement process for multiple affordable housing projects concurrently, from site acquisition through full approvals
• Serve as the primary external-facing representative with municipal planning departments, local agencies, engineers, architects, consultants, and legal counsel
• Represent Armony Development and its partners professionally in public hearings meetings
• Direct and coordinate consultant teams across multiple projects, maintaining accountability to deadlines while preserving productive, professional working relationships
• Coordinate the transition of entitled projects to our partner organizations, assembling and delivering all required data and material
• Maintain clear project timelines, milestone tracking, and status reporting to company leadership
• Identify issues proactively, articulate them clearly, and approach leadership with proposed solutions
• Adapt quickly to changing project circumstances and regulatory environments
• Contribute to organizational objectives and the continued growth of the company
Qualifications
• Minimum four years of project management experience in residential development in California
• Demonstrated experience managing multiple entitlement processes concurrently through approval
• Experience with affordable housing is not required
• Comfortable operating under tight deadlines and shifting priorities across multiple active projects
• Proven ability to direct consultant teams while maintaining collaborative, professional working relationships
• Strong problem-solving skills — able to identify obstacles, articulate them clearly, and propose actionable solutions
• Proficiency in Microsoft Office Suite
• Familiarity with or active interest in AI tools and their application to project management workflows
• Strong written and verbal communication skills with external agencies, consultants, and partners
• Ability to travel to project sites throughout California for public hearings and other project needs
• Ability to travel to the Santa Rosa office as needed
• Proven ability to manage multiple complex projects simultaneously with a high degree of independence

• Base salary: $125,000 depending on experience and qualifications
