JOB TITLE: Assistant Director, Community Supports

FSLA CLASSIFICATION: Exempt

LEVEL OF WORK: Senior management

SALARY: $72,000k - $80,000k


JOB PURPOSE 

  • Under general supervision, Assistant Director oversees the operations of all assigned services. The Assistant Director improves services and assures measured outcomes throughout the assigned services. The Assistant Director assures that staff meet all measures of the agency’s quality improvement plan. The Assistant Director follows and implements written procedures and systems relating to guidelines, practices, procedures, and policies of The Arc assuring that staff apply them consistently in all assigned services and with consistency to other Departments.
  • The Assistant Director:
    • Provides supervision and guidance to assigned staff
    • Evaluates staffing in assigned locations to assure that the staffing meets the needs of the people receiving the services while maintaining the assigned budgets
    • Assures that managers and other assigned staff adhere to the established guidelines, practices, procedures and policies
    • Assures that funding plans reflect the actual needs of each person receiving supports
    • Assures that the managers deliver the supports outlined in the plans
    • Assures that if budgets become inadequate for the changing needs of people that s/he submits new service funding plans to DDA and assure follow through to conclusion
    • Assures that staff maintain required training to administer medication and other delegated nursing functions
    • Maintains cooperative professional relationships with all support team members; following ethical standards of practice (confidentiality, informed consent, etc)
  • This Assistant Director is responsible for employment, day, community supports, autism waiver, virtual, ISS, DORS, and personal support programs, along with the Director who oversees them all.
  • Directs the activities along with the community supports manager of The Arc Southern Maryland locations (Calvert, St. Mary’s, Charles and Anne Arundel) and all other employment, recreational or volunteer sites


ESSENTIAL DUTIES AND RESPONSIBILITIES

Supervision of staff

Sets performance goals tailored to each assigned staff person

Maintains a climate which attracts, keeps, and motivates a staff of top-quality people

Facilitates an atmosphere of open communication with the staff through regularly scheduled staff meetings and frequent interaction with key personnel

Provides on the job training and mentoring for assigned staff

Oversees or guides the development of schedules for all assigned services

Supervises assigned staff by interviewing, evaluating, counseling, terminating

Assures that all assigned staff meets agency requirements for training

Service Delivery

Maintains systems of operations to assure efficiency, fairness, and economy

Efficiently operates programs in accordance with good business practices, current technological methods, and in compliance with all contractual obligations

Assist with monitoring department performance against performance goals to ensure progress and taking corrective action, as necessary

Leads programs to build organizational capabilities

Monitors potential crises, discussing incidents with authorized staff and people receiving services, adjusting support, and complying with regulations for reporting

Financial

Maintains and contains expenses in all assigned programs while meeting the needs of the people supported; that funds are expended in accordance with the funding source’s requirements

Implements, and monitors and/or oversee the monitoring of assigned budgets

Communication

Provides feedback to the Director regarding concerns from the people receiving support, families, DDA, DHR, other funding sources, or the community

Maintains cooperative and working relationships between managers and other staff

Uses effective communication and basic counseling skills to establish cooperative relationships among the people receiving services, families, consultants and agency staff

Develops and maintains positive working relationships with other organizations

To attend Business after hour events and transitioning youth/school events to build partnerships with the community and for future clients.

Technology

Assures that all staff utilize assigned technology in an efficient and timely manner. Assist if needed.

Models appropriate behavior by utilizing the most up to date technology to perform one’s own job

Keeps up-to-date on information and technology affecting functional area(s) to increase innovation and ensure compliance

Be able to compare all of the system that we have to help managers maintain the required ratios in the programs and maintain at least a 85% utilization rate.

Quality Improvement

Implements the agency’s quality improvement plan as it relates to the assigned services

Coordinates and/or assist with internal investigations in instances of suspected abuse, neglect, or mistreatment, as requested. Develops and implements plans to prevent reoccurrence in situations of confirmed abuse, neglect or mistreatment

Decision Making

Evaluates information and compares alternatives to make sound decisions that effectively utilize available human and financial resources; showing timeliness and commitment in making recommendations and choices

Goal Planning

Carries out short- and long-term goals established in concert with the Director

Assist the Director with maintaining a positive work environment for all staff and clients.

Follow-up

Follows-up on decisions made in leadership meetings and ensure proper execution

Responds appropriately in emergency situations to assure safety and well being for everyone

Maintains a visible presence in assigned counties on a regular basis

Documentation

Maintains accurate records, collects, compiles and evaluates data; submits reports; and develops a system to manage documentation

Develops and maintains a document retention system considering applicable funding sources and laws

Develops a computerized document retention system to avoid the maintenance of duplicate documents in a paper format

Communicate daily with managers and staff to assure that Caseworthy documentation is entered and approved within a 24 hour period.

Monitors to make sure that staff are coding correctly in our payroll system (ADP) so that services are being billed correctly. (Works with the managers to ensure that this happens)


ADDITIONAL DUTIES AND RESPONSIBILITIES

Demonstrates appropriate role model behavior at all times

Provides coverage in the absence of the Director of Community Services or assigned staff, as requested or required

Accomplishes all tasks as appropriately assigned or requested

Prepares and maintains position manual for the position

Attends and participates in staff meetings

Performs all other duties as assigned


EDUCATION AND EXPERIENCE

Possesses a bachelor’s degree in a related field and three years of progressively responsible experience.

Supervisory experience; knowledge & understanding DDA, National, State and local issues relating to intellectual and cognitive disabilities.


JOB KNOWLEDGE, SKILLS AND ABILITIES

Possesses a proficiency in computer-based software, e.g. Excel, Word and additional databases

Demonstrates excellent verbal and written communication skills

Has a good command of the English language both oral and written

Possesses the ability to be forward thinking and creative

Is well organized and self-directed, and a team player

Has the ability to respond effectively to the most sensitive inquiries or complaints

Has a working knowledge of funding streams from DDA

Demonstrates effective supervisory skills

Has the ability and willingness to accept emergency phone calls and respond to emergencies twenty-four hours a day

Possesses a valid driving license with a good driving record for transporting people receiving services

Possesses the ability to pass the criminal background check mandated by the State of Maryland
