CPARC is seeking an experienced, mission-driven Director of Residential Services to lead our Residential Services division. This dynamic leader will advance CPARC's commitment to delivering high-quality, person-centered supports for individuals with intellectual and developmental disabilities.
The Director of Residential Services provides strategic oversight, ensures regulatory compliance, and guides long-term planning across 21 Residential Group Homes. This position collaborates closely with Associate Directors and other agency leaders to promote excellence, consistency, and innovation across the division.
Key Responsibilities:
- Oversee day-to-day residential services through effective delegation
- Ensure adequate staffing, quality service delivery, and operational efficiency
- Respond to referrals and identify opportunities for program growth in Cumberland, Perry, and Dauphin counties
- Maintain full compliance with ODP, DHS, Medicaid Waiver, HUD, OSHA, zoning, and other regulatory bodies
- Serve as Incident Management (IM) Representative and oversee HCSIS reporting
- Coordinate audits, investigations, and quality improvement activities
- Prepare and manage the annual Residential Services budget
- Monitor financial performance and ensure long-term sustainability
- Develop divisional goals aligned with CPARC's mission and long-range plan
- Reinforce person-centered, trauma-informed practices across all programs
Qualifications
Education & Experience:
- Master's degree in Human Services or related field 5 years administrative experience OR
- Bachelor's degree 8 years administrative experience
(Residential Services experience strongly preferred)

- Strong leadership, organizational, and crisis management skills
- Excellent communication and problem-solving abilities
- Ability to analyze data and drive continuous improvement
- In-depth knowledge of Pennsylvania ODP regulations
Salary & Benefits
- Annual Salary: $81,626.00
