Job Title: Strategic Technical Program Manager – Unified Monitoring & Observability
Location: 100% Remote
Rate: $66-$69/ hour
Duration: Through 6/30/26 (18 months expected depending on budget)
We are seeking a seasoned Strategic Technical Program Manager to lead enterprise-level monitoring and observability initiatives. This role is pivotal in driving the deployment and integration of cutting-edge tools such as Splunk and Azure Monitoring, while aligning infrastructure observability with business goals. The successful candidate will operate in a high-performance environment, collaborating across engineering, operations, and vendor teams to deliver measurable outcomes and strategic impact.

Responsibilities
Program Leadership & Strategy
- Define and execute a multi-phase Splunk deployment strategy aligned with organizational objectives.
- Lead governance, OKRs, and risk management for global observability programs.
- Deliver quick wins and milestone-based progress in monitoring initiatives.
Unified Monitoring Execution
- Partner with Infrastructure teams (Linux, Scheduler, Storage, ETX, Cloud) to build a cohesive monitoring framework across compute, storage, and network layers.
- Align observability metrics with SLOs, SLIs, and incident response protocols.
Splunk Deployment & Integration
- Lead deployment, configuration, and integration of Splunk (Enterprise or ITSI) ensuring scalability, compliance, and performance.
- Standardize alerting and dashboarding across data sources.
Cross-Functional Enablement
- Collaborate with engineering and operations teams to onboard data sources and automate remediation.
- Champion best practices for proactive monitoring and observability.
Governance & Optimization
- Establish KPIs, retention policies, and compliance standards for observability data.
- Optimize ingestion, indexing, and search performance for cost efficiency.
Vendor & Stakeholder Engagement
- Manage relationships with Splunk and third-party vendors for licensing, support, and roadmap alignment.
- Communicate program progress, risks, and outcomes to executive stakeholders.
Incident Management & Enablement
- Accelerate root cause analysis and reduce MTTR through predictive analytics and automation.
- Deliver comprehensive documentation and training programs for operational teams.
Required Qualifications
- Minimum 5 years of experience in technical program management within enterprise infrastructure environments.
- Proven success deploying and managing Splunk (Enterprise or ITSI) and Azure Monitoring at scale.
- Strong understanding of High Performance Computing (HPC) environments and hybrid cloud architecture.
- Familiarity with observability tools such as Prometheus, Grafana, Datadog, Dynatrace.
- Excellent communication and stakeholder management skills.
- Knowledge of SRE principles and incident management practices.
- Relevant certifications: PMP, Certified Scrum Master (CSM), Splunk Certified Admin/Architect.
Preferred Qualifications
- Experience with automation/orchestration tools (Terraform, Ansible, CI/CD).
- Background in Azure, AWS, or GCP integrations.
