KEY REQUIREMENTS
  • Graduation from an accredited four year college or university with a bachelor's degree in Criminal Justice, Psychology, Sociology, Public Administration or a related field
  • Two years of criminal justice, case supervision or case management experience preferred
  • Obtain and maintain NCIC/FCIC computer operator certification within 30 days of hire
  • Knowledge of methods, practices, principles, procedures and techniques used in interviewing and investigating as it pertains to the operation of the department
  • Knowledge of the basic structure of the criminal justice system
  • Ability to write, speak audibly, clearly and accurately in both English and in the Spanish language in a diverse environment is preferred

SUMMARY
The pretrial officer performs professional work that ensures effective supervision and monitoring of defendants placed on supervision or diversion and ensures the timely delivery of justice using differentiated case management principles.

Pretrial officers use risk scores and motivational interviewing techniques to identify risk factors and needs and enforce orders of the court or conditions of the diversion agreement. The pretrial officer in this position performs case supervision and case management functions and must develop strong working relations with other team members from the Judiciary, the offices of the State Attorney and Public Defender, Clerk of Court, probation officers, and treatment providers.

The pretrial officer in this position shall exercise independent judgment and initiative within the scope of authority. All officers are cross-trained and act as backup for other officer positions throughout the division. Duties and assignments may be changed with notice based on department needs.

A pretrial officer's primary responsibilities include the following: (1) Case Supervision; (2) Court Functions; (3) Court Case Management; (4) Other duties as assigned.

Examples of Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.

(1) Case Supervision
  • Prepare case files and review all associated paperwork for accuracy and completeness
  • Orient defendants to the program and requirements and review required paperwork
  • Prepare reporting plans and schedule administrative reviews and appointments
  • Document case notes into CJIS and Odyssey databases as applicable
  • Conduct on-going supervision of caseload, tracking case from arrest through disposition
  • Enforce court orders or agreements and special conditions
  • Follow up with treatment providers as necessary
  • Provide notification on non-compliance to the court
  • Submit warrants, violation reports, extensions and status reports as applicable
  • Focus on improving success rates through increased case management contacts
  • Implement and further develop reporting procedures
  • Conduct and coordinate drug and alcohol screens

(2) Court Functions
  • Attend designated court events, and staffing, and provide case status updates and future court dates
  • Provide case management support to the courts by tracking and providing relevant case and/or program information
  • Perform screening for determination of indigence for appointment of counsel as necessary
  • Interact with state attorneys, public defenders, court personnel and other outside agencies
  • Provide support for weekend Polycom duties as needed
(3) Court Case Management
  • Monitor case processing goals assisting the court in timely disposition of cases
  • Coordinate case scheduling
  • Record and maintain case details from specific court events and enter into CJIS database
  • Serve as a liaison between agencies and the court
  • Track case statistics , referrals and program data
  • Analyze age pending reports to identify and facilitate delays

Knowledge of:
  • Methods, practices, principles, procedures and techniques used in interviewing and investigating as it pertains to the operation of the department
  • Basic structure of the criminal justice system
  • Local, state and federal guidelines, rules, regulations and statutes as they pertain to the pretrial operation
  • Defendant supervision practices
  • Identifying risk and need, including signs of mental illness and substance abuse
  • Court Case Management practices, court performance measures and operations

Ability to:
  • Work efficiently and effectively in all areas of criminal court case management
  • Deal effectively, professionally and confidentially with Judges, non-judicial personnel, attorneys, and the general public
  • Establish and maintain effective working relationships with associates, superiors and the general public
  • Efficiently operate a personal computer, utilize Microsoft Office and various other software programs and databases
  • Follow written and oral instructions and procedures
  • Effectively interpret general policy, criteria and procedures for specific situations
  • Maintain statistical data and produce reports
  • Maintain jail security clearance
  • Cover other shifts and assignments as required
  • Provide effective, accurate, professional, polite, friendly, and prompt customer service to the public and other agency personnel, AOC employees, and the Judiciary
  • Maintain consistent and regular attendance, which is required

Supplemental Information

EDUCATION and/or EXPERIENCE

  • Graduation from an accredited four year college or university with a Bachelor's degree in Criminal Justice, Psychology, Sociology, Public Administration or a related field.
  • Two years of criminal justice, case supervision or case management experience preferred

CERTIFICATES, LICENSES, REGISTRATIONS
  • Obtain and maintain NCIC/FCIC computer operator certification within 30 days of hire
  • May be required to drive within the circuit
