Position Summary:

 

The Quality Control (QC) Manager is a dedicated managerial position responsible for directing, administering, and documenting all quality control activities across multiple, simultaneous Task Orders under the Job Order Contract (JOC) at NAWS China Lake, CA. This role's primary responsibility is to ensure that all construction, alteration, repair, and minor new construction services comply strictly with the contract SOW, Task Order specifications, drawings, and all applicable Federal, State, and local laws/codes. The QC Manager will focus heavily on field inspections, risk mitigation, team training, and maintaining comprehensive quality documentation for government submission.

 

Duties and Responsibilities:

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

I. QC Program Management & Implementation

  1. QC Plan Management: Develop, implement, enforce, and maintain the project-specific, compliant Quality Control Plan (QCP) for the entire JOC contract.
  2. Inspections (Preparatory, Initial, Follow-Up): Conduct the Three-Phase Inspection process for every definable feature of work as required by Government contracts (Preparatory, Initial, and Follow-up phases).
    1. Perform scheduled and random quality inspections in the field, with a focus on high-risk features like waterproofing, roofing, and critical system installations.
  3. Risk Mitigation: Proactively identify and mitigate quality risks during all phases of construction, focusing on adherence to approved submittals (materials, specifications, and methods).
  4. Rework/Deficiency Tracking: Track and monitor rework items and non-conforming work from identification through corrective action, re-inspection, and final closure.
  5. Testing Oversight: Oversee and coordinate all required field and laboratory testing (e.g., soil, concrete, materials) performed by qualified third parties, ensuring proper frequency and documentation.

II. Documentation, Reporting, & Compliance

  1. Record Maintenance: Maintain all quality-related records and paperwork necessary for Government agencies and audits, including daily QC reports, inspection logs, test reports, and deficiency logs.
  2. Deliverable Reports: Prepare and submit monthly quality control deliverable reports and Task Order closeout documentation, ensuring they meet the required schedules.
  3. Regulatory Compliance: Ensure continuous production and service is consistent with established standards, all contractual requirements, and regulatory agency mandates (e.g., Federal, State, and local codes).
  4. Lessons Learned: Develop and maintain a summary of project Lessons Learned to drive continuous improvement in quality and efficiency across all Task Orders.

III. Personnel Training & Coordination

  1. Training & Orientation: Perform quality control orientation for new employees and conduct regular training/mentoring sessions to coach personnel and subcontractors on proper procedures and standards of quality.
  2. Meetings: Attend jobsite Pre-Construction Meetings (Pre-Cons), scoping meetings, and all required staff and committee meetings.
  3. Stakeholder Relationships: Establish and maintain positive and effective relationships with the Government Project Manager, subcontractors, architects/engineers, and internal project teams.

 

Required Qualifications and Experience:

To perform this job successfully, an individual must be able to satisfactorily perform each essential duty.   1. Minimum of 3 years of experience managing Quality Control and Acquisition on Federal construction contracts.
  2. Mandatory Certification: Current certification for the USACE/NAVFAC Construction Quality Management (CQM) for Contractor’s course.
  3. Demonstrated ability to manage the QC process simultaneously across multiple, diverse construction task orders.
  4. Extensive knowledge of building codes, construction standards, and regulatory requirements (e.g., UFCs, Specs, ASTM).
  5. Proficiency in project management and QC documentation software.

6.      4-year college degree in construction or Business Management
