WHAT YOU WILL DO:
The Executive Director performs executive leadership work providing direction and guidance in strategic operations and planning for the Texas Workforce Commission (TWC). Reporting to the agency’s three governor-appointed commissioners, your work involves managing day-to-day operations including: establishing the strategic plan and setting goals and objectives; developing operating policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; evaluating program activities and business functions; and reviewing and approving budgets within departments or divisions. You will also supervise the work of others.

YOU WILL BE TRUSTED TO:
  • Provide strategic leadership, ensure alignment with the agency’s mission and goals. The agency has a $3 billion dollar budget and over 5,000 employees across the state.
  • Oversee the development and implementation of innovative workforce development programs and initiatives that meet the evolving needs of Texas employers and job seekers.
  • Provide strategic direction and oversight to vocational rehabilitation programs that assist individuals with disabilities in achieving their employment goals.
  • Oversee management of the unemployment insurance program, providing timely and accurate payment of benefits to eligible Texans to support their reemployment efforts while maintaining program integrity and preventing fraud.
  • Manage the agency’s $3 Billion budget, with varied funding sources, ensuring the efficient and effective allocation of resources across all divisions and departments.
  • Represent the Texas Workforce Commission at local, state and national levels, building strong relationships with key stakeholders, including elected officials, business leaders, community organizations, and federal agencies.
  • Foster a culture of excellence, collaboration and continuous improvement within the agency.
  • Ensure the agency’s compliance with all applicable federal and state laws and regulations.
YOU QUALIFY WITH:
  • Graduation from an accredited 4-year college or university with a degree in Public Administration, Business Administration, Economics, Workforce Development, or a related field.
  • A minimum of five years’ experience as: Senior management level executive of a local, state, or federal agency.

YOU ARE A GREAT FIT WITH:
  • Master’s or Doctoral degree in Public Administration, Business Administration, Economics, Workforce Development, or a related field.
  • Ten or more years of progressive experience in leadership roles within a large complex organization, preferably in the public sector.
  • Proven track record of developing and implementing successful workforce development programs and initiatives.
  • Deep understanding of the Texas workforce landscape and the challenges facing employers and job seekers.
  • Experience driving innovation in service delivery and leveraging technology to improve outcomes for programs like vocational rehabilitation, expanding access to employment opportunities for individuals with disabilities.
  • A data-driven mindset, utilizing data analytics and performance metrics to drive continuous improvement in program efficiency, accountability, effectiveness and responsiveness to the needs of the workforce and those seeking reemployment.
  • Strong financial management and budgeting skills.
  • Exceptional communication, interpersonal, and presentation skills.
  • Established relationships with key stakeholders in the Texas workforce development ecosystem.
  • Demonstrated commitment to providing excellent customer service and building strong relationships with stakeholders.
  • Ability to obtain and maintain a security clearance granted by the United States government.
