Work involves establishing the strategic plan and goals and objectives; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; and reviewing and approving budgets. Plans, assigns, and supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

You Will Be Trusted To
- Manage plans, directs, and coordinates activities of the Payables, Payroll, and Travel Department. Responsibilities include advising and providing assistance to the Chief Financial Officer and executive staff in the interpretation, application and implementation of financial management policies, governmental accounting procedures, and operational matters.
- Supervise the development and implementation of financial control procedures to ensure the accuracy of the agency's payroll and vendor payments, comply with state and federal requirements, and ensure the reliability of agency financial records.
- Oversee the Travel and Vendor Department, assuring agency travel vouchers are processed timely and in compliance with rules and regulations. Ensures that travel-related payments are processed timely. Ensures that payment discrepancies with vendors are resolved accurately and timely.
- Represent the agency in negotiations and planning sessions with federal/state officials and attends meetings, conferences, hearings and related functions on behalf of the agency. Represents the department in meetings with other TWC departments as well as other agencies when requested.
- Oversee human resource management including hiring and selecting staff, applying policies, evaluating job performance and taking appropriate action to correct deficiencies.
- Perform other duties as required.
- Five years of full-time experience in the oversight and direction of an agency program; or in strategic planning and policy development and implementation, three years of which must have been in an administrative management or supervisory capacity.
- Relevant academic credits may be applied toward experience qualifications for this position.
- Demonstrated knowledge of the agency’s financial program, policies and procedures, state and federal laws and regulations pertaining to the agency’s fiscal operations.
- Experience in preparing state agency operating budgets, legislative appropriations requests, fiscal notes, and agency cost estimates.
- Experience and skill in analyzing complex budgetary and performance issues.
- Ability to interpret and apply state and federal statutes and regulations, set priorities and organize workloads, and meet deadlines.
- Skill in problem solving, reading comprehension, and analytical writing.
- Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; and to write concisely.
- Experience and competence in Microsoft Office programs (e.g., Word, Excel, and Access) or equivalent and other computer-related programs.
- Certified Public Accountant.
