General Description

Performs complex (journey-level) to highly complex (senior-level) managerial work administering the daily operations and activities of the Texas Water Development Boards Projections Socioeconomic Analysis Department. Responsible for the development of the states water demand projections and socioeconomic impact analyses for the regional and state water plans. Provides extensive and ongoing technical and administrative assistance to regional water planning groups and various stakeholder activities, including responses to agency and legislative data requests. Work requires proactive management involving establishing goals and objectives, developing guidelines, procedures, policies, rules, and regulations, developing schedules, priorities, and standards for achieving established goals. Coordinates and evaluates department activities, develops and evaluates budget requests, and monitoring budget expenditures. Plans, assigns, and supervises the work of others. Works under general to limited supervision, with moderate latitude for the use of initiative and independent judgment. Reports to the Director of the Water Supply Planning Division.

Essential Job Functions

Provides direction, coordination, and support necessary for the development of socio-economic impact analysis for the State Water Plan, Legislative Reports, or other reports.

Manages the technical assistance for evaluation of financial assistance requests through the Boards various assistance programs.

Manages the development of annual population and water demand estimates and projections used in developing the regional and state water plans.

Manages the dissemination of population and water demand projections data and information to agency staff, consultants, Regional Water Planning Groups, state and federal agencies, groundwater districts, private individuals, and other users and supports communicating the results.

Oversees the Water Supply Planning Division responsibilities of the prioritization of SWIFT financial assistance requests.

Pursues effective data communication approaches, including graphics, to describe explore and summarize data and analyses.

Pursues population estimations, projections, socio-economic impact analysis, data collection and reporting improvement initiatives, as appropriate, in coordination with other Texas agencies, those of other states, federal agencies, and/or other organizations. Activities may include the identification and assessment

of opportunities, the development of proposals, management of associated contracts, and the integration of such improvements into the agencys public data dissemination and improve data quality and availability, in line with agency goals and objectives. Present outcomes to stakeholders and external parties.

Develops knowledge of complex computational and statistical techniques, such as market analysis, data discovery and statistical analysis used to develop novel approaches for analyzing existing datasets.

Assists in compiling, writing, and otherwise developing the state water plan.

Supports management in developing and communicating responses to legislative requests.

Responds to technical data and information requests from stakeholders by analyzing data sets and querying existing databases.

Works with program areas to establish and meet their analytic needs or the analytic needs of the agency.

Oversees development of section staff, including development of section and division goals, and identification and approval of employee job-related training.

Provides effective leadership and management of the Projections Socioeconomic Analysis Department.

Manages all project activities within the Projections Socioeconomic Analysis Department, providing technical direction and guidance.

Monitors and reports the Projections Socioeconomic Analysis Department work activities.

Authorizes the Projections Socioeconomic Analysis Department hiring, separations, disciplinary actions and employee performance rewards.

Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals.

Evaluates the Projections Socioeconomic Analysis Department performance and recommends and leads improvements.

Supports the Projections Socioeconomic Analysis Department administrative requirements related to organization, budget and personnel.

Ensures the provision of quality customer service from the department to both internal and external stakeholders.

Manages the performance of direct reports, to include, timely completion of performance appraisals, and follow-through on disciplinary actions as needed.

Maintains confidential and sensitive information.

Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agencys records retention procedures and schedule.

Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.

May be required to operate a state or personal vehicle for business purposes.

Performs other duties as assigned.

Qualifications: Minimum Qualifications

Graduation from an accredited four-year college or university with a bachelors degree in Public Administration, Environmental Management, Finance, Economics, Statistics, Planning or a related field.
