Texas State University is searching for a GIS Technician who can support the environmental compliance program at Fort Knox, located near Louisville, Kentucky. We are looking for a person who can provide technical guidance to the Government in performing data acquisition and analysis that is accurate, complete, current, and valid for the installation's environmental layers. This includes coordinating with the government regarding implementation of the GIS program; strategic planning; compliance with federal, state, local, and Army Regulations, Directives, and Standards; providing technical support to the Government in the development of Standard Operating Procedures and management plans. This may also include providing technical input and recommendations regarding GIS operations, capabilities, and collection of data.
This position is located at Fort Knox, Kentucky, which is located just south of Louisville, Kentucky. Louisville is the largest city in Kentucky and is a cultural, entertainment, and sporting hub for the area. The primary objective of this position is to provide scientific and technical skills pertaining to the implementation of the Fort Knox air program. The job will involve a wide range of natural resource and environmental compliance projects that support military training and development.
Job Duties
GIS Data Development and Maintenance
Gather, update, maintain, and/or access all existing GIS data including:
Planimetric, utility, operations and security, master planning, environmental, cultural resources, and natural resources using the most recently available aerial photography, GPS field data collection and validation, hard-copy maps, as-built drawings, data conversion, and in-house knowledge.
Providing technical input to the Government in determining the most appropriate GIS workflow procedures including data format, storage, and maintenance. It may require projecting geographically un-projected data layers provided by outside entities such as the surrounding local governments and/or State or Federally available data.
Continue to develop, maintain, and make available metadata for all geospatial data maintained in the GIS database. This effort will provide another level of credibility to Ft Knox GIS data.
Current data layers to be updated on an annual basis: 41 Compliance layers and 12 Conservation layers.
Provide customized geodatabases that are created, implemented and supported within ESRI ArcGIS to meet the varied needs of installation staff and to support external units, agencies, and activities.
All geospatial data layer creation and updates shall conform to the established guidelines; be capable of being incorporated into the Installation GIS programs; comply with applicable security requirements; comply with the latest SDSFIE version, FGDC standards, & IGI&S guidelines to include current Quality Assurance Plans (QAP's).
GIS Mapping and Analysis Support
Provide mapping and GIS analysis support to the Government. This includes: specialized GIS analysis including project specific GIS and/or GIS related data; specialized GIS analysis support, including interpretation and analysis of environmental data and development of natural resource support recommendations; and support to planning and siting studies, and environmental impact assessments.
Implement consistency of design across all GIS mapping products, including the utilization of standard symbology on mapping products, to sustain consistency with Federal agencies, DoD organizations.
GPS Support and Validation.
Provide GPS field data collection and validation support. Field data collection will be coordinated with the Government Tech Rep. Data collected will be post-processed, as needed, by the Partner prior to integration with the GIS.
If required, participate in meetings with agencies in support of GPS- related activities.

Required Qualifications: Applicants must specifically address how they meet these required qualifications to meet the requirements of the position.
- Successful completion of a four-year undergraduate degree in geography, GIS, an environmental discipline or related field from an accredited university or a GIS certificate from an accredited university. A combination of education and experience may be used in lieu of an accredited four-year undergraduate degree or certificate.
- Demonstrated knowledge of ArcGIS Pro and Online or QGIS and associated mobile mapping products.
- Demonstrated ability to develop and manage GIS data and databases.
- Experience in using Microsoft Word, Excel, and databases for the development of supporting environmental analysis.
- Ability to communicate effectively in formal briefings and in general public meetings, and to prepare clear and concise written materials appropriate for different audiences.
Preferred Qualifications
- Knowledge and use of Army GIS specifications.
- Knowledge of relevant environmental, natural, and cultural resources processes at military installations and the integration with other environmental laws.
- Ability to gather facts, analyze and compare trends, draw conclusions, devise solutions to problems, and identify changes and trends related to comprehensive planning issues.
- Candidate must be able to work independently as well as part of a team that regularly interacts with military and civilian personnel and state and federal agencies.
