Work involves planning, organizing, coordinating, and preparing specifications and processing competitive solicitations for purchasing products and services; preparing procurement documents; maintaining detailed records for reporting purposes, and completing all mandatory purchasing-related reports for assigned procurements. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.Essential TasksProcesses more complex agency bids and solicitations (informal and formal) for products, specialized services, and emergency procurementsProcesses complex purchases of Information Technology (IT) products and services for the agencyMonitors legal and regulatory requirements pertaining to procurementMaintains necessary records to comply with state and federal audit regulationsCompletes and submits all required purchasing-related reports Provide support to agency liaisons regarding purchasing-related documents in CAPPSAttends work regularly in accordance with agency leave and attendance policiesComplies with all applicable agency policies and procedures including safety and standards of conductPerform other duties as assignedOther TasksAssists agency project managers with submission of vendor performance reportsMay develop internal reports for TSLAC staff and/or required agency reportsMay participate in Historically Underutilized Business (HUB) events on behalf of the agencyMinimum QualificationsGraduation High School or GEDFour years of experience conducting competitive procurements of goods and services, including specification development, tabulating and evaluating bidsExperience with an online e-procurement systemPreferred QualificationsGraduation from an accredited four-year college or university with major coursework in business administration, public administration accounting or a related field; or completion of two years of college credit from accredited college or university.
