Job Summary
The Program Specialist position reports to the Director of Enforcement and performs routine program-specific work researching, analyzing, and investigating backgrounds, including criminal history and other issues such as unpaid judgments and discipline against other professional licenses. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. Explains program specifics and requirements to other staff and the general public. Assists Program Coordinator related to application fingerprinting program.
Job Duties
Review and analyze fingerprint results.
Prepare Fitness Determinations, applications, and renewals for case opening and closing.
Maintain a caseload of pending Fitness Determinations, application, and renewal files.
Disseminate information concerning Enforcement programs and procedures.
Works as a team member within the Enforcement Division and performs other tasks as assigned by the Program Coordinator, Team Lead and Director of Enforcement.
Perform other duties as assigned
Qualifications
Minimum Qualifications:
Bachelors degree from an accredited four-year college or university.
Two (2) years of full-time relevant program or office work experience.
Experience working with the public.
Experience answering multi-line phones and providing customer service.
Experience can substitute for education on a year for year basis.
Preferred Qualifications
Work experience with paperless filing systems
Real estate experience and/or current Texas Real Estate license. (License must be placed on inactive status while employed with the agency.)
Knowledge of general legal practices/procedures.
Knowledge of Chapter 53, Texas Occupations Code.
Experience reviewing and analyzing licenses or researching criminal history for an occupational regulatory agency.
Knowledge, Skills, And Abilities
Knowledge of the Texas Real Estate License Act and Rules of the Texas Real Estate Commission
Knowledge of general business procedures
Skill in applying tact and diplomacy with others to gain cooperation and compliance
Skill in providing excellent customer service to both internal and external customers
Skill in operating a personal computer with word processing, database, spreadsheet and presentation software
Effective grammar, spelling, punctuation and editing skills
Effective organizational and prioritization skills
Skill in operating standard office equipment including scanner, fax machine, and multi-line phone
Ability to successfully function as a team member and work effectively with team leaders, managers and co-workers
Ability to adapt successfully and quickly to change and deliver quality results in a timely manner
Ability to communicate professionally by phone and email
Ability to work successfully in a dynamic, multi-tasking environment
Ability to accept direction or construct ve criticism and adapt as needed
Ability to consistently present a professional image to both internal and external customers

Environmental Physical Conditions
Normal office work environment, mostly sedentary in nature. Involves speaking to groups of people. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive phone usage and repetitive hand/wrist/finger motions while using the computer.
