Description


JOB OBJECTIVE:
Perform moderately complex accounting work related to travel reimbursements and basic utility payment processing for the agency. Work involves preparing and reviewing accounting records, vouchers, and reports; ensuring compliance with applicable state travel rules; and processing routine utility invoices (excluding complex statewide DIR and telecom accounts). Works under general supervision with limited latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES:

Travel

1. Review and process travel vouchers for agency staff, ensuring compliance with State and Agency rules and regulations and THC policies.

2. Assist staff with travel reimbursement questions and provide excellent customer service in resolving travel-related issues.

3. Assists with travel-related matters such as Hotel Engine platform and state travel contract vendors.

4. Assist with regular review and updating the THC Business Travel Guide and reimbursement funds.

5. Reconcile the Travel Advance Account monthly, addressing and resolving any discrepancies in a timely manner.

6. Grant access to new users on the Hotel Engine platform.

7. Research hotel area rates, make bookings, cancel reservations, and pull hotel booking confirmations and receipts, including travel backup when necessary.

8. Assist with processing new SWABIZ account access requests for authorized personnel.

9. Perform administrative duties related to agency business, ensuring compliance with travel policies, state laws, and agency procedures.

10. Assist with monitoring, tracking, and handling billing with the THC direct bill accounts.

11. Communicate effectively with staff and travelers to maintain compliance and recommend improvements to travel and accounting procedures.

12. Provide quality customer service to THC staff and answer questions promptly and help troubleshoot issues.

13. Assists in the collection, organization, analysis and/or preparation of materials in response for program information and reports.

Utilities

14. Process routine monthly utility invoices (e.g., electricity, water, waste, propane, local municipal utilities).

15. Review utility invoices for accuracy and appropriate approvals before voucher creation.

16. Create and enter payment vouchers into CAPPS for all assigned utility accounts.

17. Coordinate with historic sites to obtain confirmations of receipt of service or to resolve basic billing questions.

18. Track recurring utilities to ensure timely payment and prevent late charges or service interruptions.

19. Maintain a clean filing system for utility invoices and ensure all documentation complies with record retention requirements.

20. Notify supervisor of any unusual billing variances or site-reported service issues.

Qualifications


QUALIFICATIONS/REQUIREMENTS:

  • Graduation from a four-year college or university with major coursework in accounting, finance, business, or related field (one year of related experience may substitute for one year of education).
  • One (1) year of work experience in accounting, AP, travel reimbursement, or related financial work.
  • Ability to maintain the security or integrity of the critical infrastructure;
  • Valid driver’s license, acceptable driving record, and ability to drive a state vehicle; and
  • Required to travel up to 10% of the work period.

REGISTRATION, CERTIFICATION, OR LICENSURE:
Must have or obtain a valid Driver’s License and Defensive Driving Course to be able to operate state vehicles.


ENVIRONMENT/PHYSICAL CONDITIONS:
Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking, standing, pulling, and pushing; kneeling, stooping, and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer, and may require working extended hours and some evenings, weekends, and overnight, as needed. Involves safely operating a state vehicle and, driving for long distances, and traveling by airplane.
