Brief Job Description

The Senior Financial Analyst (Financial Analyst IV) reports to Deputy CFO leadership. This is a high-impact, challenging role with a high-level view of HHSC, affording the successful candidate tremendous growth opportunity. Primary duties include Health and Human Services (HHS) budget and fiscal policy analysis; financial and technical support for agency-wide projects; and acting as a liaison between HHS agencies or divisions. These duties are performed under minimal supervision; analyst uses discretion and independent judgment to evaluate all available options to resolve policy and/or funding issues. May coordinate audit responses or develop briefing documents, issue papers and memorandum for management review and decision-making. Meets with program staff and performs independent research to determine the fiscal impact of changes under consideration at the Commission and/or its agencies and federal partners. Reviews, analyzes and responds to requests for information from internal and external stakeholders ensuring coordination with appropriate staff. Serves on interagency and/or intra-agency workgroups to coordinate and develop HHS budget and/or fiscal policy initiatives. Performs other duties as assigned and required.

Hybrid Telework - This position is eligible to telework up to 3 days per week. Selected candidate must have the ability to provide a reliable internet service in a home office location free from distraction.

Essential Job Functions

Analyze and interpret technical questions of financial and regulatory compliance with state and federal policy and appropriations. Creates business and policy documentation related to compliance with established procedures, requirements, laws, and regulations; data standards; and other business processes.[30%]

Coordinates the development, analysis, and review of state and federal financial data related to high-profile health care programs and initiatives. Provides direction and guidance on state and/or federal fiscal policy. [25%]

Acts as a resource for the CFO Division at business meetings, inter-agency workgroups and other events as necessary for Health and Human Services financial issues. Collaborates with internal and external stakeholders to analyze and synthesize programmatic and financial data and objectives into recommendations for agency leadership related to complex financial and budgetary issues. [30%]

Acts as project leader in development of on-going and ad-hoc projects related to HHS financial issues and participates in other HHSC budget projects. [15%]

Attends work on a regular and predictable schedule in accordance with agency leave policy. Performs other duties as required or assigned to maintain efficient and effective agency operations.

Knowledge, Skills, And Abilities (KSAs)

Knowledge and understanding of budgetary processes and procedures, particularly the appropriations process.

Knowledge of and ability to interpret state and federal laws and regulations relevant to HHS program areas.

Knowledge of the practices of budgetary process and financial management. Skill in analyzing legislation and general understanding of legislative process.

Knowledge of health and human services programs, services and procedures.

Ability to review and interpret financial information of complex programs for accuracy, completeness and relevance and to make recommendations based on the analysis.

Ability to interact in a professional manner with agency employees and non-employees, and establish effective working relationships with people at various levels of expertise to complete goals and objectives.

Ability to function under time and scope pressures and to manage multiple and competing priorities.

Ability to direct and organize projects with minimal supervision.

Skill in communicating effectively both orally and in writing.

Skill in explaining policies, procedures, or complex financial and budgetary issues, which may include drafting executive level briefing documents.

Skill in developing, implementing and monitoring financial and budget policies across the HHS system.

Skill in the use of computers and software, such as: MS Word, Excel, PowerPoint, Access, Outlook, and Visio.

Initial Screening Criteria

Graduation from a 4-year college or university with major coursework in business administration or a related field. Related work experience may substitute for the required education on a year-for-year basis with maximum substitution of four years. Master’s Degree in any of the previously cited disciplines preferred. Experience with financial services including general accounting principles. Experience with interpreting guidelines, policies, procedures, and regulations. Experience organizing and managing multiple projects and meeting project deadlines while working under pressure and with minimal supervision. Experience in the effective use of Microsoft Word, Excel, and Outlook. Experience communicating with an executive level audience. Experience with the principles of project management.
