Brief Job Description

The Risk Management Specialist IV reports to the Manager of Security and Risk Management.

This position implements and administers the risk management and safety program for the Health and Human Services (HHS) agencies.

Work involves continual development and implementation of the risk management and safety program that focuses on loss prevention, reduction, and control.

Responsible for highly complex duties to identify, minimize, and control exposure to all types of losses.

Duties include establishing risk management priorities and goals, and evaluating loss and exposure information to determine loss, liability, and risk.

Work involves conducting risk management and safety reviews, on-site inspections of properties and facilities to identify hazards and risk exposures, and training for agency staff. Provides support to the Workers’ Compensation Specialist, Continuity Coordinator/Continuity Team, and the Emergency Management Coordinator/Emergency Management Team.

Reviews files, reports and programs for compliance with state and federal statutes and guidelines relating to risk management, safety, and health.

Responsible for coordinating and compiling loss information for mandated risk management reports to the State Office of Risk Management (SORM).

Other duties as assigned.

Some travel is required.

Essential Job Functions (EJFs)

Establishes goals and objectives for the risk management and safety program; Leads development and implementation of the HHS risk management plan and program designed to identify, minimize and control risk exposure for all agency departments. (35%)

Work involves conducting risk management and safety reviews, on-site inspections of properties and facilities to identify hazards and risk exposures, and conducting training for agency staff. (20%)

Supervises and monitors a comprehensive safety program, including the ergonomics program. (20%)

Prepares technical, comprehensive reports, plans and procedures for developing and managing agency risk management programs and program reviews. (20%)

Identifies areas in need of improvement and makes recommendation for improvements. (5%)

Knowledge, Skills And Abilities (KSAs)

Knowledge of risk management, training and presentation techniques, workers’ compensation and safety program management, and risk management concepts and techniques.

Knowledge of federal, state and local laws, regulations, codes, and standards relevant to the areas of risk management, safety, and workers' compensation.

Knowledge of principles and practices related to risk management and safety administration used to minimize losses or injuries.

Skill in establishing procedures, monitoring or regulating processes, tasks, and activities related to risk management and safety. Skill in the use of a computer and applicable software.

Ability to establish goals, and objectives.

Ability to develop, communicate,and evaluate policies and procedures.

Ability to evaluate the effectiveness and efficiency of operational systems.

Ability to formulate policies; to direct and coordinate programs; to determine, recommend, and evaluate the impact of plans and programs; to evaluate risk management and loss control material; to coordinate risk management and safety programs; to analyze agency policies and programs for compliance with applicable state and federal statutes, standards, rules, and professional risk management guidelines and to communicate effectively.

Ability to prioritize multiple projects and assignments.

Ability to form effective working relationships with agency staff, other HHS agency employees, and the general public.

Registrations, Licensure Requirements Or Certifications

Certification in risk management, insurance, safety management, or a related area of specialization preferred.

Initial Screening Criteria

Graduation from an accredited four-year college or university with major course work in related field. Two or more years of experience in risk management, or safety administration programs. Two years progressive work experience in risk management or safety administration programs can be substituted for a 4 year degree.
