Brief Job Description
The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Manager of Risk Management and Safety (RMS) position. RMS oversees and supports the management of twelve regions for ergonomic assessments, worker compensation, risk management and safety support.
Reporting to HHSC Facility Operations and Support Services (FOSS), the Manager of RMS performs complex (journey-level) managerial work administering the daily operations and activities of risk management, emergency management, workplace safety, ergonomics and employee injury services.
The Manager of RMS establishes priorities and programmatic objectives; determines the progress toward meeting goals; coordinates and evaluates program activities and functions; directs, coordinates, and monitors program projects. Works in collaboration with internal and external stakeholders to plan, organize, coordinate, and manage comprehensive programs for risk management, workplace safety, and employee injury services to mitigate risk and loss for HHSC and its employees. Prepares management and productivity reports; and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness. Serves as primary liaison to HHSC, Texas Department of Insurance (Workers’ Compensation Division), State Office of Risk Management and other private and public agencies involved with risk management, emergency management, workplace safety, and employee injury services activities. Provides consultation, support, and recommendations to HHSC on local risk management, workplace safety, and employee injury services activities. Assists in agency obligations for disaster response and/or recover or Continuity of Operations activation. May oversee special investigations and audits.

Initial Screening Criteria
Bachelor's degree from an accredited college or university or experience in risk or safety management, employee injury services, training or professional development, or business management. Two (2) years of the required experience must have been in professional management, oversight and/or coordination of risk management, emergency management, workplace safety, or employee injury services functions. Risk or safety management experience exceeding the required minimums outlined above can be substituted for educational requirements on a year for year basis.

- Develops risk management, ergonomic assessment, workplace safety, and employee injury services program goals and performance expectations. Monitors for effectiveness and makes changes as required. (15%)
- Examines, designs, and implements alternative program-specific mitigation techniques, strategies, and measures to improve processes. Monitors the effectiveness of techniques and makes changes as required. (15%)
- Directs and participates in the development of new programs, initiatives, strategies, and training to improve risk management, workplace safety, and employee injury services. (10%)
- Evaluate individual building risk, safety plans and guide facilities in correcting any identified deficiencies and improving operations. (10%)
- Manages day-to-day operations of program and supervises program staff at state office. Hires, trains, evaluates, assigns work, and disciplines staff as necessary. (10%)
- Builds support and visibility for risk management, ergonomic assessment, workplace safety, and employee injury services programs and initiatives and obtains internal and external stakeholder input on program goals and objectives. (10%)
- Analyzes data and develops comprehensive reports related to risk management, ergonomic assessment, workplace safety, and employee injury services programs. (10%)
- Represents HHSC and serves as a subject matter expert to make division recommendations related to risk management, workplace safety, and employee injury services. Actions as a liaison to State Office of Risk Management (SORM) (5%)
- Directs the development of the program budget and monitors performance against funding and expense requirements. (5%)
- Interprets laws, policies, and procedures to ensure HHSC risk management, workplace safety, and employee injury services programs comply with federal and state requirements. (5%)
- Performs other duties as assigned and required to meet the mission and goals of HHSC . (5%)
