Selected candidate must be willing to work onsite from an HHS office located in Austin, Texas.
The QA/Implementation Manager reports to the Director of Public Health Applications division of HHS IT.
Working under minimal supervision with considerable latitude for the use of initiative and independent judgment, the QA/Implementation Manager performs advanced (senior-level) managerial work administering the daily operations and activities required to develop and deliver Public Health Application products and services for assigned program area.
One of the primary responsibilities includes leading the QA/QC and Accessibility Testing efforts related to projects as well as operational activities. Other responsibilities include leading, planning, managing, reporting, and directing development activities to deliver best quality applications. This position provides leadership in delivering quality application products to the assigned Public Health programs. Works closely with customers to help determine customer needs and priorities, ensures delivery of products that correctly satisfy customer needs. Develops and oversees Service Delivery Plans. Works with other members of the IT Section to continuously improve software development, service delivery, and product maintenance practices and procedures. Participates in succession planning and staff/team development activities; works closely in collaboration and partnership with the Director of Public Health Applications; aligning to the mission, goals and objectives outlined by the Director of Public Health Applications. This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required. Travel to other work locations may be required. Performs other duties as assigned.
Essential Job Functions (EJFs)
EJF (25%): Oversee the end-to-end Product and application Lifecycle Management for all application products in program area including application portfolio management; product development and product support, taking overall responsibility for the high-quality, cost effective and timely delivery of application products. This position is responsible for continuously improving customer experience and customer satisfaction; tracking and managing product backlog; planning and overseeing release management; planning product roadmaps. The QA/Implementation Manager is expected to drive year over year cost reductions and process improvement to all aspects of product/application management; ensuring alignment of product delivery, product development to Project Management best practices, alignment of product/application support to service levels and ITIL best practices. This position is responsible to track, measure, and improve application service levels ensuring minimum disruption to program operations. Candidate selected for this position oversees, documents, and reports product roadmaps, capabilities, service levels, and risks; manages vendors and all stakeholders related to product development and support.
EJF2 (25%): The QA/Implementation Manager leads the QA/QC and Accessibility team and oversees all quality related initiatives for the Public Health Applications program. The role provides expert guidance on QA/QC practices for both internally developed projects and vendor supported efforts. Given HHSC’s diverse technologies, development frameworks, and toolsets—including QA, version control, code management, and CI/CD pipelines—the manager ensures teams are effectively supported throughout Agile sprints to final delivery.
This position requires strong knowledge of DevSecOps practices and the integration of QA and accessibility into the development pipeline. The manager collaborates closely with crossfunctional teams, defines and tracks success metrics, evaluates QA and accessibility gaps, and drives improvements through dashboarding, standardization, documentation, planning and continuous process enhancement.
EJF3 (20%) Provides leadership and direction that fosters teamwork, harmony, professional collaboration, and a spirit of partnership with leadership, division staff and key customers and stakeholders. Manages activities of staff instituting a culture of superior customer service and quality products. Oversees the establishment of goals and objectives. Develops and approves schedules, priorities, and standards for achieving goals. Oversees staff development plans and activities. Plans, assigns, measures, and supervises the work of others. Monitors, measures, and reports capacity and demand of resources and balances resources according to program priorities. Oversees, documents, and reports resources capabilities and development opportunities to align to product and customer support needs, technology roadmaps, and emerging technologies. Plans the structure of the organization such that redundancy, succession, and competencies reduce risk to customer and product support.
EJF4 (20%): Manages process improvement and cost reduction activities. Oversees the development of, and institutes, measurements, guidelines, procedures, policies, rules, key performance indicators, and regulations. Monitors compliance with policies and procedures. Oversees the preparation of management and productivity reports and studies. Oversees the development and implementation of techniques for evaluating business functions or division or department activities. Develops and evaluates budget requests, monitors budget expenditures, and makes adjustment as necessary. Plans, implements, coordinates, monitors, and evaluates policies and procedures; monitors compliance with policies and procedures. Identifies areas of needed change and makes recommendations to improve operations. Represents the business function, division, or department at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees. Prepares and participates in FY planning and legislative appropriation requests (LAR).
EJF5 (5%): Pursues/participates in continuing education opportunities to enhance both technical and interpersonal skills. Instructs staff on new methods and procedures. May also provide training and/or assistance to other personnel in the use of information-supported systems.
EJF6 (5%): Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Graduation from a college or university with major course work in Computer Science or a related field is generally preferred. Experience and education may be substituted for one another on a year-for-year basis.
At least 10 years of experience in software industry, with at least 2 years of experience managing software development or software product support teams is required. At least 2 years of experience working with third party vendors and managing vendor deliverables is preferred.
