This position performs highly advanced (senior level) consultative services and technical assistance work for the Special Projects unit within the Policy & Strategy section of the Community Services division of the Texas Health and Human Services Commission (HHSC). This position works with considerable latitude using both initiative and independent judgment.

The Employment First Coordinator (EFC) assists in the implementation and oversight of the Texas HHSC supported employment initiative and conduct other activities as necessary to improve employment services for individuals with developmental disabilities served by HHSC.

This position is responsible for the development of effective techniques for new programs, identifying changes to existing programs, providing guidance to staff in the development and integration of new methods and procedures, and leading the implementation of complex program initiatives, particularly related to Long Term Services and Supports with waiver and entitlement programs (Titles XIX and XX) and Money Follows the Person demonstration projects.

This includes reviewing and interpreting federal and state policy and law; analyzing data and conducting research; preparing and evaluating budgets, developing program procedures, standards, and manuals for new initiatives; and planning program activities in accordance with program objective and goals. This position will speak to agency partners and community and professional groups to coordinate, improve, and promote participation in new initiatives as well as to resolve problems, identify training needs, and discuss program effectiveness.

The position coordinates day-to-day activities, develops timelines, priorities, and objectives and goals to ensure effective and efficient program activities. Throughout the program implementation, the position completes, and monitors required administrative and performance reports related to assignments and recommend changes as appropriate. Ensures compliance with program policies and procedures, statutes, and rules; and takes corrective action(s) as needed.

Other duties include participating in or guiding the work of advisory groups and committees; utilizing auditing and project management principles and practices to coordinate and implement risk and compliance activities; using advanced Microsoft Excel skills to build and maintain related reporting; serving on work groups; and responding to inquiries. The individual in this position must demonstrate the ability to work as an effective team member with other programs and divisions within HHSC, other HHS agencies, and stakeholders.

This position is funded through the Money Follows the Person Demonstration (MFPD) grant through December 2026. Afterwards, the position is contingent on the availability of continued funding

Essential Job Functions –

Oversee the implementation of HHSC Employment First initiatives, including conference planning, responding to stakeholder inquiries, maintaining the HHSC Employment First website and content, and completion of other tasks and assignments related to improving the lives of people with disabilities through meaningful and fulfilling employment opportunities. (40%)

Oversee the completion of administrative and performance reports, studies and analyses to inform executive leadership of project performance. Tracks issue and manage mitigation strategies in coordination with section and agency staff. Prepare reports of findings and make recommendations for appropriate changes. Briefs executive leadership as warranted. Develops status reports, briefing memorandums, generates presentations related to project activities and presents as requested. (10%)

Research and analyze complex state and federal health policy laws, rules, contracts, and policies. Provides highly advanced policy research, analysis, and evaluation of complex policy and operations issues. (10%)

Oversee the collection, organization, analysis, and preparation of documents and analysis in response to requests for information, presentations, and reports. Keeps the director informed of project implementation issues; communicating project goals, objectives, and changes to project staff; establishing and maintaining effective working relationships; and responding to requests for information in a timely manner. (10%)

Serves as liaison, working with and speaking to community and professional groups, other HHSC programs, other state agencies, managed care organizations, and public stakeholders. Provides oral presentations, and written materials, as appropriate. (10%)

Works with assigned contract manager to ensure compliance and outcomes with implemented contracts. (10%)

Performs other duties, as assigned. (10%)

Registrations, Licensure Requirements Or Certifications -

Initial Screening Criteria –

Graduation from an accredited four-year college or university with major coursework in a field relevant to the assignment preferred, including public health, public policy, social and behavioral science, research methods, psychology, or another closely related field, plus one year of full-time experience in a related field. Experience and education may be substituted for one another.

Experience in composing and preparing high quality written administrative reports, briefings, and work plans.

Experience in analyzing, developing, and/or implementing programs affecting individuals with intellectual and developmental disabilities.

Experience in working with and speaking to community groups, professional organizations, and/or governmental entities.
