Job Description
Performs complex (journey-level) consultative services and technical assistance work in the Single Audit Unit (SAU) of the Compliance and Quality Control Division (CQC). Work involves planning, developing, implementing, utilizing, and evaluating single audit program activities and systems. Coordinates and communicates with Texas Health and Human Services (HHS) funding agencies and vendors/contractors in support of single audit reporting requirements. Provides consultative services and technical assistance to HHS program staff and HHS vendors/contractors. Serves as a liaison between HHS program staff and HHS vendors/contractors. May provide guidance to others. Work is performed under general supervision of the SAU manager with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs)
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Serves as a liaison to HHS program staff regarding requirements for management responses for reported audit findings. Communicates and coordinates with HHS program staff on the submission of management responses to SAU. Performs quality assurance. Manages automated systems and processes notifications of single audit requirements and delinquencies to HHS vendors/contractors and HHS program staff. Manages single audit notifications by maintaining a tracking sheet and data system; tracks notifications for due dates. Provides consultative and technical assistance to HHS vendors/contractors and HHS program staff relating to single audit reporting and submission requirements. Responds to single audit inquiries via telephone or in writing. Escalates issues to SAU management when needed to ensure timely and accurate resolution. Provides technical support services including but not limited to running reports from an HHS system and creating annual and quarterly subrecipient lists for uploading into a data system. Provides ad hoc reports to program staff, HHS vendors/contractors, and CQC management. Participates in the development and updating of processes, policies, and procedures; provides technical services in support of SAU goals and objectives.
Knowledge, Skills And Abilities (KSAs)
Knowledge of state and federal laws relating to single audit reporting requirements preferred. Skill in using database and other automated systems. Skill in using Windows-based programs including Word, Excel, Outlook and Internet. Skill in interpersonal relations and conflict resolution. Ability to work and interact with people with diverse backgrounds. Ability to prioritize and manage multiple tasks and meet deadlines. Ability to communicate effectively verbally and in writing. Ability to exercise judgment and work independently with minimum supervision.
