The Executive Policy and Strategic Analysis Manager Performs advanced (senior‑level) management analysis work in support of the CIO’s Strategic Advisor and Director of Executive Operations. Work involves highly complex policy research, review, analysis, and development affecting enterprise‑level information technology strategy, governance, and executive operations for the Texas Health and Human Services Commission (HHSC).
The position serves as a senior policy analyst responsible for evaluating statutory, regulatory, and internal policy requirements; developing executive‑level policy guidance; and advising leadership on risks, impacts, and implementation considerations. Works under minimal supervision, with extensive latitude for the use of independent judgment.
Candidates for this position will be subject to a pre-employment security review to determine employment eligibility.
Selected candidate must work onsite from an HHS office located in Austin, Texas designated by the hiring manager.

Policy Analysis and Review – 40%
- Conducts advanced and complex reviews of IT‑related policies, standards, and governance documents.
- Analyzes proposed legislation, administrative rules, executive orders, and internal directives for impact, compliance, and alignment with HHSC strategic objectives.
- Identifies policy gaps, risks, and inconsistencies and recommends corrective actions.
- Drafts, revises, and evaluates enterprise‑level policies, guidance, issue papers, and executive memoranda.
- Prepares executive‑level briefings, decision documents, and talking points for the CIO, Strategic Advisor, and Director of Executive Operations.
- Translates complex technical, operational, and legal concepts into clear policy recommendations.
- Coordinates with legal, compliance, IT leadership, and program stakeholders to gather input and resolve policy issues.
- Represents the CIO’s office in workgroups, governance forums, and cross‑agency discussions related to policy and strategy.
- Tracks policy actions and ensures timely completion of executive assignments.
- Monitors emerging trends in public sector policy, technology governance, and regulatory requirements.
- Performs other duties as assigned.

Initial Screening Criteria
- Master’s degree in Public Policy, Public Affairs, or a closely related field from an accredited college or university is required. (Experience may substitute for education only where allowed by HHSC policy.)
- Experience performing advanced policy analysis, policy development, or strategic analysis in a governmental, regulatory, or large organizational environment is required.
- Experience supporting executive leadership in a public sector environment is preferred.
- Experience with information technology policy, IT governance, data governance, cybersecurity policy, or digital transformation initiatives is preferred.
- Familiarity with Texas state government operations and HHSC programs is preferred.
- Experience analyzing legislation, administrative rules, or executive directives is preferred.
- Prior experience at the Management Analyst III or IV level or equivalent senior analytical role is preferred.
