The Texas General Land Office is seeking a Planner III (Coastal Planner) within the Coastal Protection Department of the agency.
General Position Description
Performs complex flood mitigation and/or environme ntal restoration planning, project management, and research work. Work involves developing local, regional, or state plans and programs; preparing implementation plans and/or funding applications; monitoring policies and procedures; and adapting to programmatic strategies to support program operations as necessary. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

What Your Contributions To The GLO Will Be
Supports the development of complex plans or programs, develops methodologies and specifications for planning and research projects, assesses the feasibility of planning proposals, and develops language for funding proposals.
Reviews and evaluates materials for contractual and regulatory compliance. Reviews invoices and develops contracts and scopes of work with vendors.
Oversees and evaluates research and analyses of local, state, and national trends, policy issues, and proposed legislation, regulations, or rules.
Collects, organizes, analyzes, and prepares materials in response to requests for information, reports, and presentations. Conducts field, telephone, or online surveys.
Provides technical assistance and consultation to local, regional, or state entities, industry representatives, or the general public. Serves as liaison between federal, state, and local agencies.
Qualifications
Minimum Qualifications:
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.

Qualifications
Minimum Qualifications:
- Two (2) years of experience in flood mitigation and/or environmental restoration project planning and associated research work.
- Graduation from an accredited four-year college or university with major coursework in city or regional planning, political science, geology, biology, environmental science, economics, business or public administration, or a related field is generally preferred.
- Experience and education may be substituted for one another on a year for year basis.
- Three (3) or more years of experience in flood mitigation and/or environmental restoration project planning and associated research work.
- Knowledge of government organization and administration; and principles, objectives, and procedures of governmental planning, programming, funding, and research.
- Skill in the use of a computer and applicable software, in applying statistical tools to data, in preparing reports, and in collecting and analyzing demographics and statistics.
- Ability to evaluate planning material, to conduct research, and to communicate effectively.
- Skill in project management, budget management, and contract management.
- Skill in written and verbal communication.
- Skill in delivering presentations.
