The Texas General Land Office is seeking a Manager V (Regional Manager) within the Community Development & Revitalization Department of the agency.
Performs advanced (senior-level) managerial work administering the daily operations and activities of the Grant Management (GM) division of the Community Development & Revitalization (CDR) department within the Texas General Land Office (GLO). Duties involve establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; developing, coordinating and evaluating grant activities; and monitoring grant expenditures. Supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Performs other duties as assigned. Other duties as assigned may include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Minimum Qualifications:
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.

What Your Contributions To The GLO Will Be
- Oversees an assigned region with the Grant Management division and individual staff; supervises the day-to-day work of region staff; establishes, monitors and achieves productivity objectives and priorities; and executes consistent and equitable personnel management functions including schedules, standards, development plans and evaluations.
- Prepares management and productivity reports related to Grant Management, studies and assesses GLO-CDR and other reports that affect the team and provides status updates and ad hoc reports as requested- which may require coordinating with other CDR sections and GLO departments on program related activities to ensure compliance and efficiency.
- Plans, implements, coordinates, monitors, and evaluates CDBG and GLO-CDR policies and procedures to ensure compliance across all programs and allocations. Participates in CDR strategic planning, by providing input to CDR management team establishing long- and short-term goals and development of the CDR strategic plan.
Minimum Qualifications:
- Graduation from an accredited four-year college or university with a degree in business management, business administration, leadership or a related field. Experience and education may be substituted for one another on a case-by-case basis.
- Five (5) or more additional years of experience as a manager or supervisor of a division or department relevant to the assignment.
- Experience managing programs related to Housing and Urban Development (HUD), Disaster Recovery, Grant Management or related field.
- Experience with State and Federal Funding or programs related to civil infrastructure or disaster recovery.
- Experience in business process and workflow analysis.
- Work experience in overseeing planning, coordinating, and managing multi-level, complex programs/projects.
- Experience managing CDBG-DR or other federally funded disaster recovery programs and/or staff overseeing projects in such programs.
