Estimated Timeline: The selected candidate will begin employment in September 2026 in a transitional role, working alongside the current Executive Director / Chief Operating Officer for executive onboarding and knowledge transfer. The candidate will assume full responsibilities of the position in December 2026.

The Executive Director / Chief Operating Officer (ED/COO) is the highest-ranking executive officer of Texas Farm Bureau (TFB). The ED/COO serves as the chief operating officer for TFB and Affiliated Companies (collectively referred to as the Companies) and is responsible for enterprise-wide execution of Boards-approved strategies, policies, and programs. This position is charged with ensuring alignment, integration, and accountability across the entire enterprise in fulfillment of TFB’s purpose as a 501(c)(5) organization devoted to advancing and promoting Texas agriculture, while ensuring all rules and regulations for its affiliated companies are being followed.

ORGANIZATIONAL CONTEXT

Texas Farm Bureau is the founding and parent organization of its affiliated companies. All Companies exist to support and advance the mission, purpose, and policy objectives of Texas Farm Bureau. The Executive Director/COO is responsible for reinforcing and operationalizing this parent-company relationship by ensuring that:

  • All Companies remain aligned with the purpose, mission, vision, values, and policies established by the Texas Farm Bureau Board of Directors.
  • Enterprise-wide standards for governance, culture, ethics, risk management, and operational excellence are consistently applied.
  • The activities of all entities collectively serve and strengthen Texas Farm Bureau’s role as the leading advocate for agriculture and rural Texans.
MAJOR RESPONSIBILITIES AND AUTHORITY

Enterprise Leadership and Execution

Execute all programs and policies of the Companies in the form and manner prescribed by the Boards of Directors.

Develop and implement a program of work for TFB approved by the Board of Directors.

Provide enterprise-wide operational leadership, ensuring alignment and coordination across divisions, affiliated companies, and operations to accomplish the objectives of the Boards of Directors.

Direct and equip the senior management staff of the Companies to achieve organizational and company objectives.

Foster leadership development, succession planning, and organizational capability across the Companies.

Governance and Board Support

Provide strategic, operational, and administrative support to Boards and committees, including timely information, program aids, analysis, and recommendations.

Support effective governance by providing administrative direction and equipping Board members and volunteer leaders with tools, training, and organizational insight to aid in their success.

Perform all duties incident to the position or as directed by the TFB Board of Directors.

Financial Stewardship and Risk Oversight

Employ, evaluate, approve compensation for, and, when necessary, discharge senior management staff in accordance with the approved Salary Administration Program and Company policies.

Provide final approval for the employment and dischargement, compensation, and separation of all other employees in accordance with the approved Salary Administration Program and Company policies.

Review all budgets before presentation to the Boards of Directors.

Ensure sound financial stewardship, internal controls, and risk management practices across all Companies, in coordination with the Comptroller/CFO and other senior management staff.

Organizational Alignment and Culture

Promote a culture of accountability, professionalism, ethical conduct, and service across all entities.

Maintain organizational focus on the purpose of Texas Farm Bureau as a member-driven agricultural advocacy organization.

Ensure continuity, accuracy, and integrity of TFB messaging and brand.

External Representation and Advocacy

Represent the Companies in the Waco community, State of Texas, the American Farm Bureau Federation, and with external stakeholders.

Provide executive oversight and direction for governmental relations and public policy engagement, consistent with TFB Board-adopted policy and in coordination with senior management staff.

Develop and participate in discussions and meetings with County Farm Bureaus to strengthen alignment, communication, and organizational effectiveness.

Additional Duties

Serve as Treasurer of Texas Farm Bureau AGFUND.

Provide an annual report on Texas Farm Bureau at the annual Texas Farm Bureau convention.

Approve enterprise use of significant shared assets and facilities, including the company aircraft, and provide executive oversight to ensure they are properly maintained and operated at a standard consistent with Company policies and sound judgment.

Comply with the Certified Fleet Operator requirements of the Driving and Safety Policy.

Other duties as assigned.

REPORTABILITY

Reports to the Boards of Directors of Texas Farm Bureau and Affiliated Companies through the President.

RELATIONSHIPS

Fosters excellent working relationships, coordinates activities, and communicates with TFB and Affiliated Companies and their leadership teams, TFB State and County Boards of Directors, American Farm Bureau Federation, other state Farm Bureaus, state and national legislators, and leaders and organizations within the local community.

MINIMUM POSITION QUALIFICATIONS

Bachelor’s degree from an accredited college or university.

Strong people skills.

Excellent communication, strategic thinking, and leadership skills.

Experience in supervising personnel.

Proven ability to plan, prioritize, and manage multiple initiatives simultaneously while achieving defined outcomes.

Foundational knowledge of state and federal government processes.

Foundational knowledge of budgeting and financial record keeping.

Foundational knowledge of insurance accounting and operations.

Proficient understanding of and experience in Farm Bureau structure and affiliated business activities required.

Proficient understanding of agriculture and rural people, and public policy issues affecting both.

Proven ability to work with a board of directors comprised of volunteer leaders.

Willingness to work long hours and to travel as necessary.

Valid driver’s license and driving record at the time of hire which would not place the employee on probation or disqualify the employee from the Certified Fleet Operator Status under the Driving and Safety Policy.

PHYSICAL REQUIREMENTS

Occasional bending, twisting, crouching, pulling, pushing, lifting, and moving items weighing up to 30 lbs.

Use of office technology and equipment over six (6) hours per day.

Extended periods of sitting and concentration.

WORKING CONDITIONS

Frequently long, irregular work hours can be expected.

Travel as required.

Work to be conducted in varied locations and environments, which may include instate, national, and international settings.
