Position Summary 

The Senior Director of Operations is responsible for the management and oversight of Case Management, Permanency, and Kinship within designated region.  This position assures the effective delivery of services to youth and their families, continuous compliance with all external regulatory and licensing agencies, and adherence to the SSCC Contract responsibilities.  In addition, the position is responsible for internal communication between departments and teams to ensure the effective delivery of contract obligations and service responsibilities.  The Senior Director of Operations also helps support the professional image within local, regional, and state communities. 

Responsibilities

  1. Support/Service Delivery
    1. Works in collaboration with the Senior Director of Quality Assurance and Contracts as well as other members of the Leadership Team to review trends, address concerns and meet goals as outlined by the Vice President of Community Based Care.   
    2. Assures the delivery, documentation, and evaluation of effective, safe, cost-efficient services to youth and their families. This will include maintaining adequate staffing and supervision in all departments of which this position has direct oversight, ongoing staff training and in-service opportunities to promote staff development and efficiencies, and adherence to the highest standards of safety for clients and staff. 
    3. Assures the continuous organized functioning of all operations related to Case Management, Permanency, and Kinship.  This includes any administrative, clerical and record keeping aspects of these departments.  
    4. Assure the long-term viability of the organization as a well-respected provider of children’s services.  
    5. Maintain a strong understanding of youth care trends at local and state levels. 
  2. Quality Improvement
    1. Utilizes data analysis to identify trends, measure program effectiveness, and make informed decisions. 
    2. Participates in expansion and capacity building opportunities in response to demonstrated needs. 
  3. Communication
    1. Assures continuous communication between all departments and Executive Management.  
  4. Supervision
    1. Receives supervision.
      1. Receives supervision from and actively communicate with supervisor on an ongoing basis throughout the week by phone, email, written message and when possible, in person regarding program matters.
    2. Provides supervision.
      1. Supervises staff directly or their supervisors depending upon the personnel actions including action plans, hiring, terminations, recruitment, vacation and sick day requests. Ensures that program staffing is qualified and provides continued safety of children served with high rates of success/program completion.
  5. Leadership
    1. Provides supervision of all direct reports and ensure staff development. 
    2. Represents the organization at community meetings, designated State or Regional meetings as well as conferences and seminars. 
    3. Promotes the organization’s professional image within local, state, and national communities.  
    4. Participates in long range and strategic planning initiatives with the Executive Team.  
  6. Documentation
    1. Ensures accurate and timely documentation of client information, case progress, and outcomes. 
    2. Generates regular reports on program activities, achievements, and challenges for management and funding agencies. 
    3. Reports on each department’s activities, plans and anticipated needs. 
  7. Finance/Budget
    1. Assures the sound financial management of all aspects of the organization. This will include participation in budget development and revisions, and familiarity with funding patterns and developments among state agencies. 
  8. Risk Management and Safety
    1. Assures the continuous compliance of the SSCC Contract with all licensing and regulatory agencies as well as any additional requirements as determined by the Federal Lawsuit.   
    2. Ensures the provision of high-quality and timely delivery of services to children. 
    3. Ensures implementation of all organizational policies.   

                        Qualifications 

                        1. Education/Credentials/Licensure:  
                          1. Requires a bachelor’s degree in social work, managed care, or related field. 
                          2. Master’s degree preferred. 
                          3. Requires a valid state driver’s license and safe driving record.
                          4. Requires reliable transportation and current auto insurance.
                        2. Experience:
                          1. Requires ten (10) years of experience in child welfare. 
                        3. Clearances:
                          1. DPS
                          2. DFPS
                          3. FBI 
                          4. CBCU Eligibility Determination
                          5. Child Abuse Clearances 

                        Working Conditions 

                        1. Physical Demands
                          1. This position requires operating a keypad device 75% of the day and electronic/office equipment 25% of the day. Travel is required approximately 5 times per month to include travel by plane and works in weather conditions about 25% of the day. Fingers, thumbs, hands, wrists, elbows, legs and feet are all routinely used throughout the day. The lower and upper torso is used 75% of the day. Employee must meet minimum requirements for hearing, speech, and vision. Walking is required 10% of the day. Standing occurs 10% of the day. Sitting happens 80% of the day. Reaching above the shoulder as well as bending and twisting are performed 25% of the day. This function routinely lifts 15 pounds, 4 times per day. The maximum lift is 50 pounds, 1 time per day.                         2. Mental Demands
                          1. Frequently performs multiple tasks and occasionally makes quick decisions. 
                          2. Continually needs to concentrate. 
                          3. Occasionally handles distractions and a diversity of problems.

                          1. Environmental demands require this position in client homes, schools, and the community.
